141 <br /> <br /> Councilman Herlihy suggested that the rate charged for heating the swimming pool <br />be changed from resident rate to commercial rate. He stated he felt the City staff <br />should conduct the street light survey, and that a draft be prepared to be mailed <br />with the water bills to the residents of the community informing them of what the <br />City is attempting to do in order to conserve energy. <br /> <br /> Mayor Pearson stated it is going to be difficult to conserve energy in areas <br />other than street lights, water and sewer systems, and that street lighting is <br />probably the key to the program. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Herlihy, to approve <br />the report and recommendations of the City staff to conserve energy, authorizing <br />the staff to conduct the street light survey rather than hire a consultant, ano~ to <br />study recommendation No. 7 further and report back to the City Council. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br />NOES: None <br />ABSENT: None <br /> <br /> Councilman Mori stated the ultimate solution of the energy crisis had to come <br />from the Federal government, that cities do not have the power to do so but can <br />set examples. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br />Report of the Park and Recreation. Co.nVnission~ Re: Pleasanton Youth~ Inc. <br /> Mr. Campbell presented a review of the overall program for a youth cen~er build- <br />ing. He stated the purchase of a temporary building to be placed on the site of the <br />proposed permanent structure in Amador Park was an ideal solution and would provide <br />the needed facility for youth. <br /> <br /> Mr. Caporusso stated that the types of programs to be housed in the Youth Center <br />had not yet been determined. He stated the programs would be decided by a Youth <br />Advisory Board consisting of ten members, including several youn~ people. He added <br />there was an urgent need for a youth center, that this was the best location, and <br />that it would give the teenagers of Pleasanton an opportunity for a vocal and <br />gathering place, which would help eliminate the loitering on Main Street. <br /> <br /> Mr. Bob Philcox, 2411 Crestline Road, urged approval of purchase of the temporary <br />building to see what youth can and will do with a youth center. <br /> <br /> Mr. Chuck McNemar, 1311 Greenwood Road, and member of P.Y.I. and a concerned <br />parent of teenagers, stated there was no program for children over 13 years old and <br />urged approval of this facility. <br /> <br /> Mr. Jim Davis, 5312 Mallard Drive, reviewed the efforts of P.Y.I. in attempting <br />to provide a building and program for a youth center, and he presented the City <br />Council with the Youth Board of Directors recommendations for a Youth Center. He <br />urged approval of the purchase of the temporary building for teenagers. <br /> <br /> Miss Paula Parker, 4863 Canary Drive, stated she became interested in P.Y.I. <br />because there was not much for young people to do in Pleasanton and this allowed <br />them to plan and present a program suited to their needs and desires. <br /> <br /> Lee Henry, 491 Ewing, stated that this type of program allowed the youth of <br />Pleasanton to get involved and have something to do. <br /> <br /> Mr. Gerry Teague, P~ O. Box 56, Executive Vice President of the Pleasanton <br />Jaycees, stated that this group had authorized $10,000.00 to be used toward this <br />program and that the Jaycees were also sponsoring a teenage program called Jay- <br />Teens, who could also make use of the proposed facility. <br /> <br /> Mr. Caporusso pointed out that the building could be used for many purposes, <br />such as recreation classes in the daytime. <br /> <br /> Councilman Reid asked what the cost of operation for this facility would be, <br />and requested that in the future cost estimates be included in the reports on <br />these types of applications. <br /> <br /> 3. 12/3/73 <br /> <br /> <br />
