She stated that as Foothill High is a new school with only freshmen <br />attending, the majority do ride bikes to school. She stated that she <br />would rather see the students remain bicyclists rather than have to <br />drive their own cars to school, but the road is exceedingly dangerous <br />for bicyclists to traverse. She also stated that first priority should <br />be that area between Bernal to Foothill High, which is the most treacher-. <br />ous stretch for a bicyolist. <br /> <br /> Mayor Pearson expressed his feeling that there is a need for a bicycle <br />path. <br /> <br /> Councilman Herlihy stated that the east side of Foothill is County <br />property. <br /> <br /> Mrs. Eby reiterated by saying that the County seems more amenable <br />to financing such a path than the City. <br /> <br /> Mayor Pearson encouraged her to seek funding. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilman Mori announced that some of the Council members met with <br />V.C.S.D. and listened to new State guidelines regarding the funding of <br />the V.C.S.D. expansion. There will be a further meeting when the staff <br />is present to review alternatives of meeting this criteria <br /> ' <br /> <br />MATTERS INITIATED BY COUNCIL EMBERS <br /> CoUncilman Kinney expressed concern over the Environmental Protec- <br />tion Agency guidelines as they affect Pleasanton. He stated that this <br />agency's regulations for parking stalls at regional shopping centers <br />could be inequitable for Pleasanton. There appears to be a public <br />hearing on December 3 and Councilman Kinney suggested that the EPA <br />be asked what are Pleasanton's options. <br /> <br /> Mr. Scheidig gave a history of these guidelines and stated that <br />they are intended to discourage the use of private automobiles. <br /> <br /> Mr. Scheidig suggested that the City notify Congressmen Stark, <br />Senator Tunney and Senator Cranston of our concern. <br /> <br /> The Council concurred that rather than initiating litigation with <br />the EPA, all other options should be explored. Written comments should <br />be sent to the EPA prior to November 29, 1973. Mr. Schiedig indicated <br />that the staff would find out just where and when this public hearing <br />is scheduled. <br /> <br /> Councilman Reid moved that the City Council instruct their ABAG <br />representative to cast the vote of this City for Warren Boggess as <br />president. <br /> <br /> Mayor Pearson clarified that the only two candidates for the office <br />are Mr. Boggess and Supervisor Bort and voting will be at the December <br />quarterly meeting. <br /> <br /> Councilmen Herlihy and Kinney both stated their desire to see a <br />candidate with the Valley's interests in mind and as a result of the <br />Kaiser hearings, they did not feel Supervisor Bort held that interest. <br /> <br /> Councilmen Mori and Kinney suggested that we wait and vote on this <br />matter at a later date. <br /> <br /> Councilman Reid suggested that we consider the full slate of <br />officers and therefore withdrew his motion. <br /> <br /> -7- 11/19/73 <br /> <br /> <br />
