Mr. Raymond T. Diamond stated he didn't know who was responsible for the <br />maintenance of the road, but felt someone should be taking care of it. <br /> <br /> Dro Long requested that his statements from the meeting of June 10, 1974, <br />be made part of the record. He stated he felt that the only solution to the <br />entire problem is to permit development. <br /> <br /> It was moved by Councilman Philcox, and seconded by Councilman Herlihy, <br />that Dr~ Howard Long be informed in writing that City will permit him sixty <br />(60) days to complete the following three items - recited in letter - and if <br />not, the City will have the work done and bill him for it: <br /> <br /> 1o Remove dart and rocks from all storm drains and catch basins. <br /> 2. Rebuild roadway and storm drain system above cul-de-sac to <br /> prevent runoff of water down Longview Drive. <br /> 3. This is informational only and no action is required. <br /> <br />REPORTS OF THE CITY MANAGER <br />Report~ Re: Sha~ed Recruitment <br /> Mr. Miller presented the staff report, dated June 20, 1974, regarding this <br />matter, stating that for the past year, Alameda County and the cities within the <br />County have participated in an Intergovernmental Personnel Act grant study to <br />develop a Joint cooperative recruitment and testing project for specified posi- <br />tions common to all participating jurisdictions. The efforts to develop said <br />program have culminated in an agreement for which approval is requested. <br /> <br /> It was moved by Mayor Pro Tem Kinney, and seconded by Councilman Herlihy, <br />that Resolution Noo 74-136, approving the following amendment to the City <br />Personnel Ordinance to permit participation in the Shared Recruitment and <br />Selection Program: <br /> <br /> SHARED RECRUITMENT AND TESTING. Notwithstanding any provision <br /> of these rules and regulations to the contrary, in event the <br /> City Council contracts with one or more governmental agencies <br /> for recruitment and testing services, the city may use open <br /> employment lists provided pursuant to the terms of such con- <br /> tract for the purpose of making an appointment in any case <br /> where the Personnel Officer determines that such action is in <br /> the best interests of the service. Further, such lists may <br /> also be treated as partially prepared open employment lists <br /> with the applicants whose names are on such lists subject to <br /> further testing before the resulting open employment lists <br /> are used for the purpose of making an appointment, <br /> <br />be adopted, and authorize the City Attorney to place the agreement in final form <br />for the Mayor's signature and subsequent execution. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Philcox, and Mayor Pro Tem Kinney <br />NOES; None <br />ABSENT: Councilwoman LeClaire and Mayor Mori <br /> <br /> 3. 6/24/74 <br /> <br /> <br />
