Mr. Raymond T. Diamond stated he didn't know who was responsible for the maintenance of the road, but felt someone should be taking care of it. Dro Long requested that his statements from the meeting of June 10, 1974, be made part of the record. He stated he felt that the only solution to the entire problem is to permit development. It was moved by Councilman Philcox, and seconded by Councilman Herlihy, that Dr~ Howard Long be informed in writing that City will permit him sixty (60) days to complete the following three items - recited in letter - and if not, the City will have the work done and bill him for it: 1o Remove dart and rocks from all storm drains and catch basins. 2. Rebuild roadway and storm drain system above cul-de-sac to prevent runoff of water down Longview Drive. 3. Replace damaged paving on lower end of LongviewDrive. REPORTS OF BOARDS AND COMMISSIONS Report~ Re: Action Taken by the Planning Commission at their meeting. of 6-12-74 Mr. Edgar presented the report of the Director of Planning, dated June 18, 1974, regarding this item. This is informational only and no action is required. REPORTS OF THE CITY MANAGER Report~ Re: Sha~ed Recruitment Mr. Miller presented the staff report, dated June 20, 1974, regarding this matter, stating that for the past year, Alameda County and the cities within the County have participated in an Intergovernmental Personnel Act grant study to develop a Joint cooperative recruitment and testing project for specified posi- tions common to all participating jurisdictions. The efforts to develop said program have culminated in an agreement for which approval is requested. It was moved by Mayor Pro Tem Kinney, and seconded by Councilman Herlihy, that Resolution Noo 74-136, approving the following amendment to the City Personnel Ordinance to permit participation in the Shared Recruitment and Selection Program: SHARED RECRUITMENT AND TESTING. Notwithstanding any provision of these rules and regulations to the contrary, in event the City Council contracts with one or more governmental agencies for recruitment and testing services, the city may use open employment lists provided pursuant to the terms of such con- tract for the purpose of making an appointment in any case where the Personnel Officer determines that such action is in the best interests of the service. Further, such lists may also be treated as partially prepared open employment lists with the applicants whose names are on such lists subject to further testing before the resulting open employment lists are used for the purpose of making an appointment, be adopted, and authorize the City Attorney to place the agreement in final form for the Mayor's signature and subsequent execution.
