It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that Resolution No~ 74-96, denying the appeal of the Valley Christian Center and up- holding the decision of the Planning Commission to deny a Use Permit for a pre- school nursery proposed for location at 443 St. Mary Street, be adopted. The roll call vote was as follows: AYES: Councilmen Herlihy, Kinney and Philcox NOES: Councilwoman LeClaire and Mayor Mori ABSENT: None Mayor Mori recessed the meeting at 9:55 P.M. Mayor Mori reconvened the meeting at 10:05 P.M. MEETING OPEN TO THE PUBLIC No one addressed the Chair° PUBLIC HEARINGS (Contdl.) Public Hearin~ on the proposed 1974/75 Budget for the City of Pleasanton Mr. Edgar presented the 1974/75 Budget, and stated this document had been the subject of several study sessions. He further stated that only minor changes had been made which he explained. He added that the tax rate would not be established until August. Mayor Mori declared the public hearing open. No one in the audience spoke in favor or in opposition to this matter. Mayor Mori declared the public hearing closed. It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that Resolution No. 74-97, approving the 1974/75 Budget for the City of Pleasanton, be adopted. Charles E~ Wilson, 686 Happy Valley Road, representing Alisal Improvement Club, displayed a map of the Happy Valley area and express this group's concern regarding pollution of existing wells if more septic tanks are allowed due to additional development in this area and urged denial of the proposed water line extension. O!. M. Barlow, 6723 Alisal Street, stated he felt the problem is water and no~ septic tanks~ Mrs~ Gwen Ward, 982 Sycamore, stated she felt the problem of pollution would be increased if additional septic tanks were allowed, and she urged denial of the proposed water line extension. Judge William Gale, 62 W. Neal Street, representing the applicant Tim Cosetti, presented background information regarding this property, and urged approval of this application for watez' line extension. After discussion, it was moved by Councilman Herlihy, and seconded by Council- man Kinney, to deny the application of Tim Cosetti for extension of water line ta Happy Valley property, and that staff cooperate with any requests for annexation from Happy Valley residents.
