Further Discussion Re: Selection of Consultant to Prepare the Economic Analysis <br /> for Prelimipar7 General Plan <br /> Mr. Edgar presented the staff report regarding this matter, stating that inter- <br /> views between three prospective consultants; (1) Institute of Regional and Urben <br /> Studies, 610 University Avenue, Palo Alto; (2) Walnwright and Ramsey, 58 Sutter <br /> Street, San Francisco; and (3) Williams-Kuebelbeck and Associates, 611 Veterans <br /> Blvd., Redwood City, and the City Council were held on January 2, 1974, and that <br /> it is now in order for the City Council to make a decision. <br /> <br /> Mayor Pearson stated he felt this matter should be delayed until after the <br /> sewer problem has been resolved. <br /> <br /> Councilman Reid stated he felt it vital that an economic analysis be prepared <br /> for the Preliminary General Plan in order to make intelligent decisions regarding <br /> the growth rate of the City, and he favored the firm of Institute of Regional and <br /> Urban Studies to conduct the study. <br /> <br /> Councilman Kinney expressed concern that the City Council had been premature <br /> in requesting the Citizens General Plan Review Committee to establish a growth <br /> rate without sufficient information in regard to the economic analysis and <br />· -~ stated the hiring of a consultant was the first positive step to continue <br />"~ these studies and should be accomplished as soon as possible. <br /> <br /> Councilman Mori stated he felt the economic analysis study was a year behind <br /> schedule and that he favored the firm of Williams-Kuebelbeck and Associates to <br /> conduct the study. <br /> <br /> Councilman Herlihy stated he felt an economic analysis was necessary in <br /> order to give the City some guidelines and direction and stated that his choice <br /> of the firm to conduct the study would be the Institute of Regional and Urban <br /> Studies. <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Herlihy, that <br /> the appropriate City officials be instructed to prepare a Letter of Understand- <br /> ing, setting forth the precise specifications regarding this study, with the <br /> Institute of Regional and Urban Studies, 610 University Avenue, Palo Alto. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Reid, and Mayor Pearson <br /> NOES: Councilman Mori <br /> ABSENT: None <br /> <br /> SPECIAL REPORTS <br /> Report of the City Manager~ Re: Request of the Murray School District to consoli- <br /> date School Board Election .with City Election ohMarch 5~1974 <br /> Mr. Edgar presented the staff report regarding this matter, stating that <br /> Murray School District has requested consolidation of their School Board Election <br /> with the City Council Election ohMarch 5, 1974. Mr. Edgar further stated the <br /> major intent of the recently passed Senate Bill 230 is to reduce the number of <br /> Special Elections and thereby decrease election expense and increase voter turn- <br /> out, and recommended approval of the consolidation of the elections, <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Kinney, that <br /> Resolution No. 74-3, approving request from Murray School District to consolidate <br /> its School Board Election with the City Election to be held on March 5, 1974, be <br /> adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> -- NOES: None <br /> ABSENT: None <br /> <br /> Report of Cit7 Council Committee and Staff~ Re: Continuation of Swim Club Program <br /> Mr. Edgar stated the Swim Club had asked to use the Amador Aquatic Center on a <br /> year round basis by covering the pool for use during the winter months. <br /> <br /> Mr. Caporusso presented the staff report regarding the aquatic programming at <br /> Amador Aquatic Center if a covered heated pool were available, and membership and <br /> finances of the Pleasanton Swim Clubo <br /> <br /> 2. 1/7/74 <br /> <br /> <br />
