The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, <br /> and Mayor Mori <br />NOES: None <br />ABSENT: None <br /> <br /> Councilman Kinney abstained from voting on item 4a - Approval of City Council <br />Minutes for December 9, 1974, due to his absence from the meeting. <br /> <br />PUBLIC HEARINGS <br />Application by Arrow Rentals for removal of one Heritage Tree~ and 18finch diameter <br />En~lish Walnut T~ee located at J262 Stanley Blvd.~ 66 feet south of the South R/W <br />li~e of Stanley Blvd. <br /> Mr. Sooby presented the staff report dated December 11, 1974, regarding this <br />matter, and displayed plot plan on the site in question. <br /> <br /> Mayor Mori declared the public hearing open. <br /> <br /> Mr. Chris Beratlis, 425 Main Street, representing Arrow Rentals, stated his <br />client concurred with the staff report, and he displayed pictures showing location, <br />size, and condition of the tree to be removed. <br /> <br /> Mayor Mori declared the public hearing closed. <br /> <br /> Councilwoman LeClaire expressed concern regarding the number of Heritage <br />Trees being approved for removal, and questioned the need for a Heritage Tree <br />Ordinance. <br /> <br /> Councilmen agreed that the Heritage Tree Ordinance served a useful purpose <br />and that applications for tree removal should be reviewed on an individual basis. <br /> <br /> Councilmen Herlihy, Kinney, and Philcox, stated they had personally examined <br />the tree in question and felt it should be removed to allow better use of the <br />property at 4262 Stanley Boulevard. <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that <br />Resolution No. 74-245, approving application by Arrow Rentals for removal of one <br />Heritage Tree, an 18~inch diameter English Walnut Tree located at 4262 Stanley <br />Boulevard, 66 feet south of South R/W line of Stanley Boulevard, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Philcox, and Mayor Mori <br />NOES: Councilwoman LeClaire <br />ABSENT: None <br /> <br />Application of the Plannin~ Commission from Richard Burke for a revision to <br />PUD-737.2~ to allow the addition of a second floor to a commercial buildin~ now <br />under constructionl said commercial buildin~ is located on the north side of <br />yalle2 Avenue appro~.imatelX 590 feet west of Santa Rita Road~ Pleasa~on; zon- <br />ing ~or the property being C-N (Commercial Neighborhood) District (Continued <br />Open from 12-9-74) <br /> Mr. Edgar stated that items 5b and c were related and this should be kept <br />in mind. <br /> <br /> Mr. Harris presented the staff report dated December 11, 1974, regarding <br />this matter. <br /> <br /> Mayor Mori declared the public hearing open. <br /> <br /> Mr. Jack Bras, Architect, representing Richard Burge, presented a brief <br />history on the project and stated the reason for requesting permission to add <br />a second story to the commercial building was for a higher rate of return due <br />to inflation on building costs. He presented pictures of the building already <br />under construction, showing shadow casts at various times of the day. <br /> <br /> Mr. Richard Burge, owner of the property, stated that construction costs <br />were higher than anticipated and he felt the second story addition was a good <br />solution to the problem and would yield a higher tax base to the City and <br />would also provide additional available office space. <br /> <br /> 2. 12/16/74 <br /> <br /> <br />
