Mr. Harold Zodtner, Chairman of the Zone 7 Waste Water Committee, stated this
Committee is interested in the effluent discharge because of its affect on the
underground water basin, and will be happy to work with the City Council to come
to a satisfactory solution regarding this matter. He read a resolution stating
the strong position of Zone 7 regarding protection of the underground water quality
from contamination and pollution.

Mr. Walt Gassman, Kennedy Engineers, stated that the type of treatment in the
proposed projects would have no affect on the underground water basin because of
the high quality of effluent.

Mr. Bill Anderson, Kennedy Engineers, stated the key to this concept is that
the plan would be to select disposal sites which are underlaned with ground quality
of high d.t.s., in order that the proposed effluent would not degrade the under-
ground basin.

Mr. John Edmands, Chairman of the Industrial Development Committee, expressed
concern regarding Alternate 2b - Construction of Interceptor Sewer Line to V.C.S.D.,
stating that the increase from 5 mgd to 6.5 mgd would leave no capacity for future
industrial growth. He further stated that the City would simply be spending a
great deal of money to correct the problems at the Sunol Plant without gaining
any additional capacity.

Mrs. Joseph Madden, 3851 Vineyard Avenue, expressed his concern regarding the
lack of economic considerations in the environmental impact reports.

There being no further public testimony, Mayor Mori declared this public hearing
continued open to the meeting of January 20, 1975, at which time the State of
California will have further analysis of the V.C.S.D. Plant and also the City of
Pleasanton.

Mr. Edgar stated the City Council and Press would take a tour of the improvements
to the Sunol Plant at 4:00 P.M., on Monday, December 9, 1974.

ADJOURNMENT
There being no further business at 8:55 P.M., it was moved by Councilman Kinney,
and seconded by Councilman Philcox, that the meeting be adjourned to meet again in
Regular Session at 8:00 P.M., on December 9, 1974.
The roll call vote was as follows:
AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox,
and Mayor Mori
NOES: None
ABSENT: None

Respectfully Submitted,

WILL'IA~ H. EDGAR, CIT~ERK ~-I~-~ 7Y

2. 12/2/74
