<br />CALL TO ORDER - PLEDGE TO THE FLAG
<br /> Mayor Floyd Mori called the Adjourned Regular Meeting of the City Council to
<br />order at 8:00 P.M., and then led the Pledge of Allegiance to the flag.
<br />
<br />ROLL CALL
<br /> Deputy City Clerk Doris George called the roll which is recorded as follows:
<br />Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, and Mayor
<br />Mori were present. Mr. Edgar, City Manager, Mr. Campbell, Assistant City Manager/
<br />Director of Public Works, and Mr. Bowling, Director of Housing and Community
<br />Development, were present.

<br /> Also, the following representatives from Kennedy Engineers were present:
<br />Walt Gassman and Bill Anderson. Art Burton from Pacific Environmental Labora-
<br />tories was also present.

<br />PUBLIC HEARINGS
<br />Environmental Impact Report on ProjeCt Report for Interceptor Sewer Line to V.C.S.D.
<br /> Mayor Mori stated the purpose of this meeting was to hear public testimony re-
<br />garding the Environmental Impact Report on the sewage treatment projects.
<br />
<br /> Mr. Campbell stated that all legal notices had been posted as required by law
<br />and all interested agencies had received copies of the material regarding this
<br />matter. They are as follows: State Clearinghouse, E.P.A., State Water Board,
<br />Regional Water Board, ABAG Metropolitan Clearinghouse, BASSA, L.A.V.W.M.A., Alameda
<br />County, Zone 7, V.C.S.D., City of Livermore, Pleasanton Library, City Council, Press,
<br />Chamber of Commerce, Alameda County Water District, City and County of San Francisco,
<br />Local Agency Formation Commission, East Bay RegioD~l Park District, Sierra Club,
<br />Livermore-Amador Valley League of Women Voters, Alameda County Planning Department,
<br />Alameda County Public Works Department, Army Corp of Engineers, Clean Air Coordinat-
<br />ing Committee, Bay Area Air Pollution Control District, Air Resources Board, Alameda
<br />County Flood Control District, and American Association of University Women.

<br /> Mr. Art Burton, Pacific Environmental Laboratories, presented a brief summary
<br />of the three alternatives and displayed map giving descriptions of the projects.
<br />He stated the environmental impact associated with Alternate 2b - Construction of
<br />Interceptor Sewer Line to V.C.S.D., was minImal, that no trees would have to be
<br />removed, and that no major fault lines had to be crossed. He further stated that
<br />the environmental impact associated with Alternate 5b - Construction of new sewage
<br />treatment plant, was also minimal. He stated the plant would be operated and con-
<br />trolled by the City and gave detailed description of location of proposed plant and
<br />effluent fields.

<br /> Mr. Burton stated the indirect impacts on both alternatives allow for additional
<br />growth in the Pleasanton area, and the impact on air quality is the most significant
<br />indirect impact of'these projects.
<br />
<br /> Mro Burton stated that with regard to the No Project Alternative, this concept
<br />was not worth considering since the old Sunol Plant was past repair, in the wrong
<br />location, presented an odor problem, and was now'costing the City a considerable
<br />amount of money to operate and maintain.
<br />
<br /> Mayor Mori declared the public hearing open.
<br />
<br /> Mro Dave Harris, Vice-Chairman of Zone 7 Board, stated that Zone 7 feels
<br />responsible for the protection of the underground water basin.
