Pleasanton City Council fee].s it would be difficult for them tro decide to <br />construct a 4.8 MGD interceptor sewer line to the V.C,S~D~ Treatmen~ Plant with- <br />out guarantee that adequate treatment capacity would be available. <br /> <br /> Councilman Herlihy inquired into the possibility of the City of Pleasanton <br />being annexed into the Valley Community Services District as a means of provid- <br />ing Pleasanton a voice in the policy making of sewer seIvice, After consider- <br />able discussion of Joint powers agreements and a separate Sanitary District to <br />serve Pleasanton-V.C.S.D. areas, it was c. oncluded that these possibilities <br />should be explored in greater details However, a poll of the V.C.S,D. Board <br />indicated that it was the intention of the District to maintain political <br />control over the expansion, operation, and maintenance of the Plant~ Several. <br />of the Board Members stated that this had ~lways been the philosophy under <br />which the Plant was operated and that cont[ol should remain with the V.C~S.D~ <br />Board. <br /> <br />Separate Pleasanton Plant <br /> While the cost figures for this alternative appeared most favorable, it was <br />pointed out that certainly other factors would have to be properly considered. <br />It is not certain whether or not Federal and State funding would be available <br />for this option but the selection of this alternative would doubtless depend on <br />such funding. <br /> <br />CO~RSE CF ACTION <br />joint Selection of Appropriate Alternative <br /> It became apparent that the V~.C.S~D. project and the Pleasanton project are <br />so close~~° interrelated that it is difficult to make a decision on either one <br />without ~ ~ decision having been made on the other~ That. is the dilemma facing <br />both governing bodies. <br /> <br />Finalization_~ ProJec~ Reports <br /> The V.C.S,D. Board will be meeting on October 29, 1974, at which time they <br />will make the decision on which way to go~ <br /> <br /> The Pleasanton City Council will be meeting on October 30, 1974, in Regular <br />Session, at which time they expect to decide upon which project to proceed with. <br /> <br />ADJOURNMENT <br /> Mayor Mori adjournled the Special Meeting at 3:30 P.M,, to meet again in <br />Adjourned Regular Session at 8:00 P~M., on October 28, 11974. <br /> <br />Respectfully Submitted, <br /> <br /> 2o 10118/14 <br /> <br /> <br />
