MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 18, 1974 <br /> <br />CALL TO ORDER <br /> Mayor Floyd Mori called the Special Meeting of the City Council to order at <br />12:30 P.M. <br /> <br />ROLL CALL <br /> Councilman Herlihy, Councilwoman LeClaire, Councilman Philcox, and Mayor <br />Mori were present. Councilman Kinney was absent. Mr. Edgar, City Manager, Mr. <br />Scheidig, City Attorney, Mr. Campbell, Assistant City Manager/Director of Public <br />Works, Mr. Bowling, Director of Housing and Community Development, Mr. Sooby, <br />Director of Engineering Services, Mr. Miller and Mr. Walker, Assistants to the <br />City Manager, were present. <br /> <br /> V.C.S.D. Board of Directors and staff present were as follows: L. Euler, <br />R. Fahey, R. Hyde, A. Jolley, C. Ladnet, P. Ryan, D. Nelson, N. Cummings, and <br />R. Owens. <br /> <br /> Brown and Caldwell representative was Dave Eisenhauer. <br /> <br /> Kennedy Engineers representatives were Bill Anderson and Walt Gagsman. <br /> <br />INTRODUCTORY COMMENTS - BACKGROUND <br />Mayor of Pleasanton <br /> Mayor Floyd Mori outlined the history of a Master Agreement reached seven <br />years ago between V.C.S.D. and the City. <br /> <br />President of V .C . S .D . Board <br /> Chairman Lila Euler stated her Board's problem was whether or not Pleasanton <br />will opt for building its own plant rather than complete plans for connection <br />into the Dublin operated facility. <br /> <br />SUMMARY PRESENTATION OF PRO3ECT REPORTS <br />Pl.e. asanton...- Kennedy Engineers <br /> Mr. Gagsman, representing Kennedy Engineers, presented new cost figures, <br />which had been Jointly worked out with Brown and Caldwell, for new plant and <br />for interceptor sewer line into V.C.S.D. These cost figures were shown for <br />Fall, 1976, and heavily favored alternate 5b, a new treatment plant for <br />Pleasanton. <br /> <br />V.C.S.D. - Brown and Caldwell <br /> Mr. Eisenhauer, representing Brown and Caldwell, gave a brief summary of <br />the Project Report for the V.C.S.D. plant expansion. <br /> <br />Financing <br /> The amount of Federal and State funding that might be available for the <br />projects being considered is uncertain as it is not really known exactly <br />which items would be eligible for such funding. The general consensus of <br />the two consultants was that somewhere between 70-80% funds might be expected. <br /> <br />AVAILABLE OPTIONS TO PLEASANTON AND V.C.S.D. <br />Consolidation <br /> Considerable discussion ensued concerning which course should be followed. <br />The V.C.S.D. Board generally felt that there would be no V.C.S.D. project in <br />the event Pleasanton opted to build a new treatment plant. They intend, how- <br />ever, to submit their Project Report on schedule. <br /> <br /> <br />
