MATTERS CONTINUED FOR DECISION
Further Report~ Re: Sewer SerVice Charge Increase
Mr~ Campbell presented the staff report, dated October 2, 1974, regarding this
matter.

Mr. Robert Reid, 4525 Miradot Drive, stated he was opposed to an increase in
the sewer service charge and would pay under protest if the the funds are to be
spent on a plant that will never meet State standardS. He further stated he
felt the City should bring action against the State Water Quality Control Board
to get the matter settled.

Councilman Philcox suggested this matter be continued until a later date for
a more complete study in view of the $1.00 increase earlier this year in the
sewer service charge, and the more recent increase in the sewer connection fee.

Councilman Herlihy concurred with Councilman Philcox, and added that since
the report of October 2, 1974, is based on assumptions, more information is needed
in order to determine the direction that should be taken regarding the sewage
treatment problem.

Mayor Mori stated that although no one likes to increase fees, funds are
necessary for maintenance and operation, and depreciation, and funds also need
to be available when replacement time comes. He added that an increase is
required to cover present costs of maintenance and operation and amortization
if we are to provide services to th~ citizens of the City.

Councilwoman LeClaire stated that no one objects to spending money on the
Plant more than the City Council, however, there is a responsibility to th@
people who live here and to let the Plant deteriorate any more is irresponsible
and not in the best interests of the City.

It was moved by Councilman Philcox, and seconded by Councilwoman LeClaire,
to continue this item to the meeting of November 11, 1974.
The roll call vote was as follows:
AYES: Counciima~ Herlihy, Councilwoman LeClaire, Councilman Philcox, and
