MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> September 30, 1974 <br /> <br />CALL TO ORDER <br /> Mayor Floyd Mori called the Adjourned Regular Meeting of the~City Council to <br />order at 7:00 P.M. <br /> <br />ROLL CALL <br /> Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, and <br />Mayor Mori were present. Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, <br />Mr. Campbell, Assistant City Manager/Director of Public Works, and Mr. Bowling, <br />Director of Housing and Community Development, were present. <br /> <br />EXECUTIVE SESSION: Appointments <br /> Mayor Mori recessed the meeting to an Executive Session at 7:01 P.M., for the <br />purpose of interviewing candidates for Planning Commissioner. <br /> <br /> Mayor Mori reconvened the meeting at 8:50 P.M. <br /> <br />STUDY SESSION <br />Pro3ect Report~ Re: Interceptor Sewer Line to V.C.S.D. or Construction of New <br />Sewage ~reatment Plant <br /> Mayor Mori opened the meeting by indicating that since the Sunol Plant must <br />be kept operative for approximately 2-3 years because of the lead time for plan- <br />ning and construction of the replacement facility, it was the City Council's <br />position to minimize the problems and nuisance at the Sunol Plant. Mayor Mori <br />indicated that although monies would be kept at a minimum, it is the Council's <br />intention to operate the Sunol Plant in a satisfactory manner until it is phased <br />out. He concluded by indicating that the Sunol Plant will be replaced and/or <br />phased out and that the City Council had no intention of retaining that Plant <br />on a permanent basis. <br /> <br /> With reference to the study process, Mayor Mori indicated that the next two <br />meetings would be Study Sessions to discuss the various reports that have been <br />prepared in connection with the Project Report and attempt to finalize them at <br />least on a preliminary basis. He suggested that subsequent to that time that <br />the City Council meet in a Joint session with V.C.S.D. in order to discuss <br />Pleasanton and V.C.S.D. Project Reports in order to arrive at a concurrence <br />on the facts of the situation. <br /> <br /> Finally, Mayor Mori suggested that after the Joint meeting with V.C.S.D., <br />that both the District and City meet with State and Federal people in order <br />to arrive at an agreed-upon direction related to the expansion of the V.C.S.D. <br />Plant and/or the construction of a new plant in the southern part of the City. <br /> <br /> Mayor Mori then turned the meeting over to the staff for a summary of the <br />reports which were transmitted earlier. <br /> <br /> Mr. Campbell indicated that the City Council was in the process of receiving <br />the Project Report currently being prepared by Kennedy Engineers which con- <br />sisted of the following four volumes: <br /> <br /> 1. The analysis of the viable alternatives <br /> 2. The environmental impact report <br /> 3. The most apparent project alternative <br /> 4. The financial program <br /> <br /> Mr. Campbell went on to indicate that Volume 1 has been prepared and re- <br />viewed by the City Council earlier this year. Volume 2 was at the printers <br />and would be available soon. He stated that Volume 3, which consists of a <br />description of the projects and the costs of the two most viable alternatives, <br />should be discussed and reviewed with the City Council since there are some <br />decisions which have to be made before this Volume can be finalized. <br /> <br /> <br />
