Councilman Kinney stated he felt that money should be expended now tTo keep <br />t~he Plant in working order. <br /> <br /> Councilman Philcox stated that necessary repairs must be made to the Sunel <br />Plant to keep it running so that the Community will not be placed in jeopardy~ <br /> <br /> Mayor Mori stated it was reasonable for the Regional Water Quality Control <br />Board to set standards in order to require a sewer plant not to smell and not <br />to contaminate the water supply of another community, and that we also have a <br />responsibility to the people who live here to keep the Plant in good condition, <br />doing the repairs as economically as possible° <br /> <br /> It was moved by Councilman Philcox, and seconded by Councilman Kinney, to <br />receive the staff report regarding the Sunol Plant renovation and authorize <br />the staff to proceed with the proposed action plan. <br />The roll call vote was as follows: <br />AYES: Councilman Kinney, Councilwoman LeClaire, Councilman Philcox, and <br /> Mayor Mori <br />NOES:. Councilman Herlihy <br />ABSENT: None <br /> <br /> It was moved by Councilwoman LeClaire, and seconded by Councilman Philcox, <br />that Council direct staff to reduce present consultant fees by reassigning <br />personnel who have been given partial assigr~ents in other areas of responsi- <br />bility and by making every effort to assign City personnel to fill the afore- <br />mentioned tasks as soon as possible, as listed in Kennedy Engineers' report <br />dated September 13, 1974. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, <br /> and Mayor Mori <br />NOES: None <br />ABSENT: None <br /> <br />2~ Proposed Sewer Connection Fee Increase <br /> Mr. Edgar stated that all information regarding this matter had been presented <br />previously at the Special Meeting of September 19, 1974. He emphasized that the <br />various alternatives should be considered and additional testimony received re- <br />garding the connection fee increase in order to allow the City to recoup money <br />spent on sewer plant repairs and to maintain its one million dollar phase out <br />fund, provided 400 connections are allowed into the Sunol Plant over the next <br />four years. <br /> <br /> Mr. Scheidig stresse~ that the Council must, for financing purposes, consider' <br />that some connections will eventually be allowed at the Sunol Plant. In addition, <br />the figures presented in the staff report will be subject to change due to in- <br />creasing inflation and construction costs. Thus, while staff has attempted to <br />provide reliable information, Council should keep these changing circumstances <br />in mind in establishing .the connection charge. <br /> <br /> Councilwoman LeClaire stated she found it difficult to make a decision on <br />assumption of a number of connections that are not assured or determined at <br />this point. <br /> <br /> Councilman Herlihy stated he had difficulty in rationalizing a connection <br />ice increase to contribute to the phase out because other .increases were in- <br />evitable and this would add a burden to the taxpayers that he did not feel was <br />fair. <br /> <br /> Councilman Philcox stated he concurred with staff in that comparable fees <br />were necessary in order to maintain the Plant. <br /> <br /> Councilman Kinney stated there was a lot of merit in the equality challange~ <br />and that the Community should be allowed to grow. He favored an increase in <br />both sewer connection fee and monthly service charge, stating it is necessary <br />to raise the money and the CommUnity should pay equally. <br /> <br /> Mayo'r Mori suggested a $150.00 increase in the sewer connection fee to be <br />~sed for additional capital expenditures that are going to be required. <br /> <br /> 3, 9/23/74 <br /> <br /> <br />
