bIATTERS CONTINUED FOR DECISION AdJtion of Resolution Reaffirmin~ C~i~X Council, Position Re~ Kaiser DumE_f~~ Mr~ Schetd~g presented his report. dated August 20, ].974. regarding this matter~ stating that the City Council, at the joint meeting wi~h CAGE on August 12, 197~, requested tlhac a cesolution be prepared regarding opposition to the Kaiser dump proposal~ 'i~ was moved by Councilwoman LeC!ai~e, and seconded by Councihnan Kinney, that Resolution No~ 74-163, reiterating and reaffirming the opposition of the City of Pleasanton City Council to the establishment, operation and maintenance of a solid waste landfill operation on Kaiser Sand and Gravel Company land adjacent to the City l,imits of the City of Pleasanton, be adopted~ The roll call vote was as follows: AYES: Councilman Kinney, Councilwoman LeClaire, Councilman Philcox, and Mayor Mori NOES: None ABSE~F: Co~lnctlman Herlihy SPECIAL REPORTS Presentatio n~L~R~:JFo_ject 4 Mr. Nail Miller, representing Federal Youth Center, presented the program for this .instito~,lion and requested support o~ the City Council and residents of the City of Pleasanton by volunteer groups to augment the program in order to provide more programs and tools for inmate resocializationo After discussion, Mayor Mori requested the City Attorney to draft a resolu- tion in support of Project 4, to be reviewed at the meetlag of September 16, 1974, and suggested that the Community Concerns Committee be involved in this program~ R_~ort of the Robert H;, Gran~ Cor~ R_~e: Amberwo_~ od~.~Ele~.a_~san~to~_~n~Tra~cts 3471 an~d 3298 Mr'~ Rick Hirsch. 'representing Robert H~ Grant Corporation, s~ated this firm owns approximately 70 acres on Santa R~ta Road, comprised of a proposed 209 lot development plus a school site, and they are unable to start construction on Phase I and r'enew tentative map for Phase I[I because of the sewer problem. He presented a £ilm describing a new concept regarding Conservation of Water and Advanced Waste Treatment System, which will enable the proponentt to use the treated waste discharge as reclaimed water° Mr~ Edga.~ explained ~he specific action before the Council is to determine whether or not to allow Amberwood development to be exempted from the restricted growth po) icy so that this particular system may be investigated and Eeriewed for the to~al environmental impact analysiso Afte~ ~iscussion. it was moved by Councilman Kinney. and seconded by Council- man Philfox, that Resolution No~ 74-!64, authorizing the filing of a tentative map for Amberwood and exempting it from the restricted growth policy be adopted so as ~o a].]ow an environmental evaluation oi the proposed waste treatment facility t~ be ~ndertaken since ~his is the omly method by which such a valua- tion can be made, t~: was expressly c~bserved that this waiver was allowed due to the unusual nature of disposal of waste water within the project.
