After discussion,.it was moved by Councilwoman LeClaire, and seconded by Council- <br /> men Herlihy, that Resolution No. 75-91, establishing that the North End of Kolln Street <br /> remain closed until such time as the full improvements to Valley Avenue extension east <br /> of Santa Rita Road are constructed or until petitioned by the residents to reopen, be <br /> adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br /> NOES: None <br /> ABSENT: None <br /> <br /> Councilman McLain stated that petitions did not always contain the true facts and <br /> that citizens should not sign any petition until they have checked with the City <br /> Council for complete information. <br /> <br /> Councilwoman stated that'with regard to petitions, she had recently been mis- <br /> quoted, and that citizens should contact her before using her name on any statement. <br /> <br /> Approval of two Septic Tanks.~ Re: DeVor Nurseries <br /> Mr. Sooby presented the staff report dated April 23, 1975, regarding this matter. <br /> <br /> Councilwoman LeClaire reiterated her concern regarding contamination from septic <br /> tanks and cited recent data to support this concern. <br /> <br /> It was moved by Councilman Philcox, and seconded by Councilman McLain, that <br /> Resolution No. 75-92, approving the application of DeVor Nurseries, Inc., for two <br /> septic tanks on a 25.56 acre parcel of land on Mohr Avenue, subject to conditions <br /> as follows: (1) That the standard septic tank agreements be approved by City <br /> Council at this time and be executed prior to issuance of a building permit on <br /> this property; and (2) That all requirements of Alameda County Health Department <br /> be complied with; and authorizing the Mayor to execute the Agreement, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Herlihy, McLain, Philcox, and Mayor Kinney <br /> NOES: Councilmember LeCl~ire <br /> ABSENT: None <br /> <br /> Matters for the Information of the Council :.. . <br /> Mr. Edgar presented a letter fr~D'6'~'~very, 6738 Rancho Court, submitting <br /> his resignation from the Bicentennial Committee and Chairman of the Horizons Sub- <br /> committee. <br /> <br /> Mr. Edgar presented a letter from John J.
