339 City Council Assignments Mr. Edgar stated that Mayor Kinney had prepared his list of assignments for the City Council and they had been transmitted for information. City Council Appeal of Transfer Station Mr. Edgar stated that at the last Planning Commission meeting the Pleasanton Garbage Service was given approval for the conduct of a Transfer Station pursuant - to the issuance of a Conditional Use Permit. He stated that prior to the Plan- ning Commission meeting and during the last few days, research was conducted regarding the status of the Southern Pacific Crossing which traverses the access to the Transfer Station site. It has been determined through the research that it is a private crossing and would have to be made public on application by the City to the Public Utilities Commission. Mr. Edgar stated that this should be a condition attached to the Conditional Use Permit which was approved by the Planning Commission. Since this had not been done by the Planning Commission, it was incumbent upon the City Council to accomplish this at their April 14th meeting. After some discussion, it was moved by Councilman Herlihy, and seconded by Councilwoman LeClaire, that the matter of the Transfer Station for Pleasanton Gar- bage Service, be set for public hearing on April 14, 1975, at 8:00 P.M., 30 West Angela Street, Pleasanton. The roll call vote was as follows: AYES: Councilman Herlihy, Councilwoman LeClaire, Councilman Philcox, and Mayor Kinney NOES: None ABSENT: None STUDY SESSION Preliminary 1975-76 Budget The City Council convened to a study session with the various Boards and Commissions in order to review the 1975-76 Preliminary Budget. Mr. Edgar and Mr. Walker presented considerable financial data regarding the proposed economic policy of the City, the financial problems which the City has been facing in the last few years, the mission statement which had been prepared by Mayor Kinney, proposed revBnue projects, program allocations, tax rate calculations, and Capital Improvement projects. After this presentation there were considerable questions and discussion and it was decided that the City Council would consider a list of park projects at their meeting of April 14, 1975, in order that the Park and Recreation Com- mission would be given more direction. ADJOURNMENT There being no further business at 11:10 P.M., it was moved by Councilman Philcox, and seconded by Councilman Herlihy, that the meeting be adjourned to meet again in Regular Session at 8:00 P.M., on April 14, 1975.
