MINUTES of THE MEETING of THE CITY COUNCIL March 31, 1975 CALL TO ORDER Mayor Edward Kinney called the Adjourned Regular Meeting of the City Council to order at 7: 30 P .M. ROLL CALL Councilman Herlihy, Councilwoman LeClaire, Councilman Philcox, and Mayor Kinney were present. Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, Mr. Campbell, Assistant City Manager/Director of Public Works, Mr. Bowling, Director of Housing and Community Development, Mr. Eaton, Director of Field Services, Mr. Sooby, Director of Engineering Services, Mr. Caporusso, Recreation Superintendent, Mr. Miller and Mr. Walker, Assistants to the City Manager, were present. AGENDA AMENDMENTS Mr. Edgar requested the following additions be made to the agenda: Item 4c - Legislation Item 4d - Transmittal of City Council Assignments as information Item 4e - City Council Appeal of Transfer Station SPECIAL ITEMS Review and Approval of a Revised Agreement=between..the City and Cqunty, Re: HousinM and Community Development Act and Approval of Backup Projects Mr. Edgar reviewed the City Manager'sreport dated March 27, 1975, regarding this matter. After discussion, it was moved by Councilman Philcox, and seconded by Council- woman LeClaire, that Resolution No. 75-71, approving the revised agreement between the City and County regarding Housing and Community Development Act, the approval of Backup Projects, and the proposed letter of transmittal to Alameda County set- ting forth the City's intended authority in the program, be adopted. The roll call vote was as follows: AYES: Councilwoman LeClaire, Councilman Philcox, and Mayor Kinney NOES: Councilman Herlihy ABSENT: None Review and Approval of Economic Development Act Project. Design · Mr. Ed'~r reviewed the Ck[yManager's report dated March 24, 1975, regarding this matter. After discussion, it was moved by Councilwoman LeClaire, and seconded by Councilman Herlihy, that Resolution No. 75-72, approving the design program for the Economic Development Act Project and authorizing transmittal to ACAP/ACTEB, be adopted. The roll call vote was as follows: AYES: Councilmen Nerlihy, Councilwoman LeClaire, Councilman Philcox, and Mayor.Kinney NOES: None ABSENT: None Legislation Mr. Scheidig reviewed the letters which he prepared for Mayor Ktnney's signature, taking various positions on Assembly Bills Nos. 64-481, 437, 1059, and 700. Council approved the letters as proposed.
