333 <br /> <br />The roll call vote was as follows: <br />AYES: Councilman Herlihy, Councilwoman LeClaire, Councilman Philcox, and <br /> Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />Review of Joint Powers A~reement~ Re: COVA <br /> Mr. Scheidig presented his report dated March 19, 1975, regarding this matter. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Philcox, that <br />Resolution No. 75-70, approving a Joint Exercise of Powers Agreement to be exe- <br />cuted by the appropriate City officers in order to implement the Congress of <br />Valley Agencies, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilman Herlihy, Councilwoman LeClaire, Councilman Philcox, and <br /> Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />Legislation <br /> Mr. Scheidig presented his report dated March 19, 1975, regarding AB-609 - <br />Urban Parks and Recreation Grants. Council concurred to support this Bill and <br />instructed the City Attorney to communicate this information to the appropriate <br />State legislators. <br /> <br /> Mr. Scheidig stated that in the past he had attempted to obtain Council con- <br />sensus regarding legislative position on bills at the hi-weekly meetings. How- <br />ever, due to the fact that legislative hearings are often scheduled for action <br />on bills in the two-week periods between meetings and because the League Legis- <br />lative Bulletin often does not come out in time to submit these bills in the <br />Council packet, the following procedure will be taken: (1) Transmit a copy of <br />the Legislative Bulletin to the City Council as soon as receive; and (2) Prepare <br />a draft letter for approval by the City Council and transmit the same for review. <br />Upon approval by a majority of Council of the draft letter, have the necessary <br />copies prepared with the Mayor~s signature for transmittal to Sacramento. By <br />use of this procedure, it is hope that the City will be able to take a more <br />responsive stand on matters of interest to the City and in order to insure that <br />there will be no delay in the preparation and dissemination of the letter. <br /> <br /> Mr. Scheidig requested a date for the Annual Meeting with Legislators in <br />Sacramento. Council indicated that Duesday, April 15, 1975, would be an accept- <br />able date for this meeting. <br /> <br />COMMUNICATIONS <br />Letter from Birdie Blanchit. Re: Livermore's discontinuance of sale of USDA Food <br />Stamps May 1~ 1.975 <br /> Mr. Edgar presented letter from Birdie Binachi regarding this matter. He <br />stated that representatives of City staff were working with the Health Care <br />Committee and that a report would be forthcoming immediately for Council review. <br /> <br /> Mrs. Birdie Binachi explained the need for this service. <br /> <br />Letter from A. C. Transitt Re: Additional BART Express Bus Stops <br /> Mr. Edgar presented a letter from A. C. Transit regarding this matter, and <br />requested it be referred to staff for review and recommendation. <br /> <br /> Councilman Philcox requested that the possibility of adding a bus stop at <br />Ray and First Streets be considered at the same time. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilwoman LeClaire stated there was a vacancy on the ACTEB Board to be <br />filled from the private sector, and requested names to be considered for this <br />vacancy. <br /> <br /> Mayor Kinney reported on the LAVWMAMeeting of March 19, 1975, regarding <br />208 Planning funds. <br /> <br /> 5. 3/24/75 <br /> <br /> <br />
