It was moved by Councilman Philcox, and seconded by Councilwoman LeClaire, approving agreement and authorizing the Mayor to executive agreement with Harvey Banks Consulting Engineer, Inc., pertaining to retention of contractor as the City's advocate with respect to wastewater treatment services. The roll call vote was as follows: AYES: Councilman Herlihy, Councilwoman LeClaire, Councilman Philcox, and Mayor Kinney NOES: None ABSENT: None Report~ Re: Adoption of Urgency Ordinance relatin~ to Subdivision Map Act Mr. Scheidig presented his report dated February 19, 1975, regarding this matter. It was moved by Councilwoman LeClaire, and seconded by Councilman Herlihy, that Ordinance No. 758, to be read by title only and waiving further reading thereof, designating to the Planning Commission the responsibilities under the provision of Sections 66473.5, 66474, 66474.1, and 66474.6 of the Government Code to pass upon tentative maps and establishing an appeal process from such decisions, adopting said ordinance as an urgency measure. NOES: None ABSENT: None COMMUNICATIONS There were no Communications presented at this meeting. CITY COUNCIL COMMITTEE REPORTS Councilwoman LeClaire reported on the Community Concerns Committee meeting of February 27, 1975, stating that a report would be forthcoming soon to the Council regarding the need for statement of purpose or restructuring of proce- dures for the Community Concerns Committee. Councilman Herlihy reported on the ABAG meeting of February 20, 1975, and stated he would include further information in the next Council packet. Mayor Kinney reported on the N.L.C. trip to Washington, D.C., March 1-5, 1975, indicating that the Council believed the trip to be worthwhile and established valuable contacts for the City in Washington. MATTERS INITIATED BY COUNCIL MEMBERS There were no matters initiated by Council members at this meeting. ADJOURNMENT There being no further business at 11:00 P.M., it was moved by Councilman ..
