Report~ Re: Holding Tank Application for Bindi Development on St. Mary's Street <br /> Mr. Campbell presented the staff report dated February 4, 1975, regarding this <br />matter~ <br /> <br /> It was moved by Councilman Kinney, and seconded by Councilman Herlihy, that <br />Resolution No. 75-26, approving application for Holding Tank for Bindi Development <br />on St, Mary's Street, subject to the following conditions: (1) That detailed <br />plumbing plans for the entire development be prepared and submitted to the <br />Director of Engineering Services for approval prior to issuance of a building <br />permit. These plumbing plans should clearly indicate the drainage fixtures to <br />be connected to the holding tank distinctly separate from the drainage fixtures <br />connected to the sanitary sewer. There should be no direct connection between <br />the two systems but the design should provide for a future connection at such <br />time as additional sewer capacity is available; (2) That detailed plans showing <br />the location, construction materials and details as well as all other pertinent <br />data concerning this holding tank be submitted to and approved by the Director <br />of Engineering Services prior to installation of the tank; and (3) That the pro- <br />perty owner enter into a standard Holding Tank Agreement with the City prior to <br />issuance of a building permit for this development. Execution of this agreement <br />by proper City officials should be authorized by approval of this application, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, <br /> an d Mayor Mori <br />NOES: None <br />ABSENT: None <br /> <br />Report of the Assistant City Mana~er~ Re: Zone No. 7 Water Connection Fee Increase <br /> Mr. Campbell presented his report dated February 10, 1975, regarding this <br />matter. <br /> <br /> Mr. Scheidig advised that Council take action only with respect to recommenda- <br />tion la and b. The other recommendations (2 and 3) should be deferred for con- <br />sideration after Zone 7 has responded to la and b. <br /> <br /> After discussion, it was moved by Councilman Kinney, and seconded by Councilman <br />Herlihy, that the staff be instructed to make the following requests to the Zone 7 <br />Board of Directors: (1) Revise the connection fee schedule to more properly reflect <br />the difference in use rather than a fictitious difference in maximum meter capacity. <br />In particular any standard single family house or equivalent use should pay a fixed <br />fee regardless of meter size. In addition, fees at the upper end of the schedule <br />should be reduced substantially; and (2) Refund to the City the difference in fees <br />that has been paid to the Zone in the amount of approximately $192,000.00. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, <br /> and Mayor Mori <br />NOES: None <br />ABSENT: None <br /> <br />Report of the Assistant to the City Mana~.er~ Re: Interim Water Rate Increase <br /> Mr. Walker presented his report dated February 7, 1975, regarding this matter. <br />He also displayed Charts showing growth of water system over the last five years, <br />annual operating expense increase, cost of water and water revenues, and compari- <br />son of rates with Hayward, Livermore, V.C.S.D., and Pleasanton's present rate. <br /> <br /> After discussion, it was moved by Councilwoman LeClaire, and seconded by <br />Councilman Herlihy, that Ordinance No. 753, to be read by title only and waiving <br />further reading thereof, amending Section 2-16.07 of Title II (Zoning and Develop- <br />ment), Chapter 9 (Water), Article 1 (Regulation of Water System and Water Service <br />Fees) relating to water rates and charges, be introduced and adopted as an urgency <br />measure. <br />The roll call vote was as follows: <br />AYES: Councilmen Herlihy, Kinney, Councilwoman LeClaire, Councilman Philcox, <br /> and Mayor Mori <br />NOES: None <br />ABSENT: None <br /> <br /> 3. 2/10/75 <br /> <br /> <br />
