243 <br /> <br /> by Council: <br /> <br /> Wallace Mayer, Jr., Co-Chairman of CARD <br /> Mrs. Marilyn Holzer, 4050 Walnut Drive <br /> Mrs. Elizabeth Hall, 3950 Vineyard Avenue <br /> Thurmon Caudill, 4715 Augustine Street <br /> Frank Brandes, 6889 Corte Sonada <br /> Don Savery, 6738 Rancho Court <br /> <br /> Mayor Kinney declared a recess at 9:35 P.M. <br /> <br /> Mayor Kinney reconvened the meeting at 9:45 P.M. <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> Recommendation for Little League Fields at Sports and Recreation Park <br /> to remain at~ the present location for minimum of five years <br /> Mr. Caporusso presented his report on this matter. The Little <br />League organizations would like to improve the field with minimal <br />drainage and sprinkler improvements of five years duration for an <br />exchange of guaranteed use of the park for Little League activities <br />for a period of five years. Mr. Caporusso explained that these <br />improvements would be reviewed by the Engineering Department and <br />would come up to City standards. This would be volunteer effort <br />to up-grade the park. <br /> <br /> Councilmember Herlihy objected to the word "guaranteed" and <br />suggested that the resolution be worded that the City support the <br />Little League organizations to its best efforts up to five years, <br />as long as funds are available. <br /> <br /> It was moved by Councilmember Philcox, and seconded by Councilmember <br />McLain, that Resolution No. 75-247, stating the Council's intention that <br />the Little League Fields at Sports and Recreation Park remain at the <br />present location for a minimum of five years, and accepting the offer <br />for construction of physical improvements, be adopted. <br />The roll call vote was as follows: <br />AYES: Couhcilmembers LeClaire, McLain, Philcox and Mayor Kinney <br />NOES: Councilmember Herlihy <br />ABSENT: None <br /> <br />ApproVal of Agreement with Alameda County Fair to operate four (4) <br />Tennis Courts <br /> Mr. Edgar discussed the distinction between recreational tennis and <br />tennis memberships. <br /> <br /> Mr. Caporusso presented his report, discussing the negotiations the <br />City has had with the Fair Board regarding the use of the Young California <br />Building for tennis. <br /> <br /> Mr. Edgar stated that the City feels very strongly about this <br />program, however the Park and Recreation Commission did not agree with <br />staff and denied this request on a split vote. <br /> <br /> Mr. Dee Wilson and Mr. Lee Hall, representing the Alameda County <br />Fair Association, were present to answer questions. <br /> <br /> Mayor Kinney expressed concern that the City would be in competition <br />with private enterprise. <br /> <br /> Councilmember Philcox asked if the City could lease just two of <br />the courts. Mr. Hall stated that the County staff had recommended <br />against that proposal. Councilmember Philcox stated that he no longer <br />supports the proposal because the Park and Recreation Commission felt <br />that it would not be a profitable venture. <br /> <br /> Councilmember LeClaire felt that if another group operates this <br />venture it would be at a real profit and would provide real competition <br /> <br /> 5. 11-24-75 <br /> <br /> <br />
