Mayor Kinney stated that in order to apply for various forms of <br /> funding, the City has been told by State and Federal agencies the size <br /> we must be. Under the maze of court orders, it would be counter-productive <br /> to uphold this appeal. He felt that the this appeal had to be denied <br /> begrudgingly, as there was no alternative, but encouraged a further look. <br /> <br /> MATTERS CONTINUED FOR DECISION <br /> ... In order to <br /> avoid divisiveness in the community, it was moved by Councilmember McLain, <br /> seconded by Councilmember Herlihy, to introduce an ordinance to be read <br /> by title only and waiving further reading thereof, to rescind Ordinance <br /> No. 722 establishing the Redeveloping Agency. <br /> <br /> Councilmember Herlihy, in seconding the motion, stated that perhaps <br /> revitalization can be done another way, but it will cost the taxpayer <br /> more money. Bonding capacity is limited and the best way is through <br /> the Redevelopment Agency, but in order to keep the community together, <br /> he would support Councilmember McLain. <br /> <br /> Mayor Kinney stated his objections to the motion, saying the Council <br /> had agreed to go to election on this matter. He further didn't feel the <br /> community was being split. Pleasanton has survivied controversy before=. <br /> Cities are being stripped of their powers by Federal and State agencies. <br /> <br /> Councilmember LeClaire felt that the lack of community understanding <br /> of redevelopment was tragic and that it is going to be very difficult to <br /> support these projects with other means of funding; that redeveiopment <br /> is a valuable tool for financing. <br /> <br /> Councilmember Philcox felt that the Plan-itself should be the issue. <br />-- Tax increment financing is the least expensive way to support these projects. <br /> He questioned how many citizens would support a bond issue.- He did.not.. <br /> feel that the City can afford to put these projects under GO bonds and <br /> his concern was how else can we provide the improvements needed to keep <br /> our area healthy. <br /> <br /> Councilmember McLa~n suggested that perhaps a committee consisting <br /> 'of representatives of each of the Homeowners Associations and service <br /> clubs of the City be formed to re-evaluate methods to accomplish these <br /> revitalization projects. <br /> <br /> Mayor Kinney did not feel that an activity of this type would sustain <br /> ~he interest of the members of such committee. <br /> <br /> Councilmember Herlihy called for the question to close debate, seconded <br /> by Councilmember LeClaire. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Herlihy, LeClaire, McLain and Philcox <br /> NOES: Mayor Kinney <br /> ABSENT: None <br /> <br /> Mr. Scheidig read the motion as made by Councilmember McLain to <br /> introduce an ordinance to be read by title only and waiving further reading <br /> thereof, to rescind Ordinance No. 722 establishing the RedeVelopment Agency. <br /> The roll call vote was as follows: <br /> AYES: ~oUncilmembers Herlihy, LeClaire, McLain and Philcox <br /> NOES: Mayor Kinney <br /> ABSENT: None <br /> <br /> Mr. Scheidig explained that the second reading of this ordinance <br /> will be held at the December 8 meeting. <br /> <br /> Mayor Kinney asked if members of the audience wished to speak <br /> regarding this matter.
