229' <br /> <br /> Mayor Kinney emphasized the need to abide by the campaign disclosure regulations <br />of Proposition 9 and the Election Law for proponents and opponents of Ballot Measures. <br /> <br /> It was moved by Councilmember Philcox, and seconded by Councilmember McLain, that <br />Resolution No. 75-240, a Resolution of Intention to place on March, 1976, Ballot a <br />measure relating to Redevelopment, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: None <br />ABSENT: None <br /> <br />PUBLIC HEARINGS <br />Joint Public Hearin~ of Pleasanton Redevelopment A~enc~ and City Council on Redevelop- <br />merit Plan and Environmental Impact Report for Pleasanton Redevelopment Project <br />(Continued Open from August 11~ 1975) <br /> Mayor Kinney stated this is the time for the continuation of the Joint Public <br />Hearing by the Pleasanton City Council and the Pleasanton Redevelopment Agency to <br />consider the proposed revised Redevelopment Plan for the Pleasanton Redevelopment <br />Project, and the final Environmental Impact Report for the Project. <br /> <br /> Mayor Kinney declared the continued hearing open. <br /> <br />ROLL CALL OF COUNCIL <br /> Councilmembers Herlihy, LeClaire, McLain, Philcox, and Mayor Kinney were present. <br /> <br />ROLL CALL OF AGENCY <br /> Members Herlihy, LeClaire, McLain, Philcox, and Chairman Kinney were present. <br /> <br /> Mayor Kinney stated that on August 11, 1975, a joint public hearing was held by <br />the City Council and Agency on the proposed Redevelopmerit Plan and the final Environ- <br />mental Impact Report on the Plan. At the time, and with prior public notice, evidence <br />and testimony was received and the public hearing was continued to this date for the <br />purpose of conducting meetings with Project Area residents and businesses and develop- <br />ing revisions in the boundaries as well as contents and scope of the Plan. <br /> <br /> Mayor Kinney added that no decision on the Redevelopment Plan will be made this <br />evening since this matter will be on the Ballot ohMarch 2, 1976, as requested by the <br />Pleasanton Redevelopment Agency at their meeting of November 3, 1975, and the City <br />Council in earlier session this evening. <br /> <br /> Mayor Kinney stated these are formal proceedings on which a record is based, so <br />the public testimony should be factual, truthful and pertinent to the Redevelopment <br />Plan or the Environmental Impact Report. The full record of the August 11, 1975, <br />hearing is a part of this record and has been reviewed by Members of the Council and <br />the Agency, so it is not necessary to repeat testimony already given. The purpose <br />of this continued hearing is to receive evidence and testimony on the Redevelopment <br />Plan as currently proposed° <br /> <br /> Mr. Edgar placed into the record the following documents: <br /> <br /> EXHIBIT 17 - Notice of Special Meeting of the Agency. (This is a regular <br /> meeting of the City Council). In addition, all Project property <br /> owners and taxing agencies were reminded by letter of the con- <br /> tinuation of this Public Hearing and provided a summary of the <br /> basic revisions to the proposed Redevelopment Plan. <br /> <br /> EXHIBIT 18 - Letter sent to all project property owners and taxing agencies. <br /> <br /> Mr. Edgar introduced into evidence and also placed into the record the follow- <br />ing documents: <br /> <br /> EXHIBIT 19 - The revised Redevelopment Plan. <br /> <br /> 2. 11/10/75 <br /> <br /> <br />
