231; <br /> <br /> EXHIBIT 20 - A document entitled Supplemental Accompanying Report to the City <br /> Council, which summarizes the changes in boundaries and in the <br /> content and scope of the Redevelopment Plan, the reasons for the <br /> changes, the effects of the changes on the Project Area and its <br /> residents and property owners, the revised financing projections <br /> for the Project, and other pertinent information, and also con- <br /> rains an addendum, Volume III, to the final Environmental Impact <br /> ..... Report, regarding the changes. <br /> <br /> Mr. Edgar reviewed meetings with project area residents, property owners, and <br /> businesses, and reviewed basic revisions to the Redevelopment Plan with regard to <br /> reduced boundaries, specified projects, limitations on Agency acquisition of pro- <br /> perty, and projected five-year time span of project activities. <br /> <br /> Mr. Edgar reviewed the new project area boundaries, and the reasons for this <br /> selection, stressing deficiencies and how the specified Redevelopment activities <br /> will correct these deficiencies to upgrade the Project Area. <br /> <br /> Mr. Edgar reviewed the impact of revisions on relocation requirements, number <br /> of persons affected, requirement that relocation housing be available, and summary <br /> of financial relocation assistance. <br /> <br /> Mr. Walker reviewed the effect of revisions on costs, financing, impacts on <br /> other taxing agencies and rev£~wed PRA Resolution No. 75-7, regarding financial <br /> assistance to school districts. <br /> <br /> Mr. Edgar reviewed the inclusion in the Supplemental Report of a report and <br /> recommendation of the Planning Commission approving boundary changes, finding <br /> revised Redevelopment Plan conforms to General Plan of the City, and recommending <br /> adoption. <br /> <br /> Mr. Edgar presented the Supplemental Accompanying Report which contains an <br /> addendum Volume III to the final Environmental Impact Report which, briefly <br /> summarized, concludes that the revisions of the Project Area boundaries and scope <br /> of the Plan will reduce any adverse impacts on residents and property owners and <br /> enhance the achievement of the environmental objectives of the Plan and the mea- <br /> sures necessary to mitigate serious impacts on the City of the new Shopping Center <br /> development when it takes place. <br /> <br /> Mr. Edgar ,entered into the record the following documents: <br /> <br /> EXHIBIT 21 - A summary of meetings with Project Area residents and businesses. <br /> EXHIBIT 22 - Summary of communications and responses. <br /> <br /> Mayor Kinney stated that now is the time to hear any evidence or testimony <br /> from those present desiring to speak, keeping in mind that this matter has been <br /> placed on the March 2, 1976, Ballot and that no decision will be made on the Plan <br /> tonight. <br /> <br /> PUBLIC TESTIMONY <br /> The following persons spoke in favor of the revised proposed Redevelopment <br /> Plan: <br /> <br /> Ben Fernandez, President of Chamber of Commerce, on behalf of the <br /> Special Subcommittee of the Chamber of Commerce on <br />....
