155 <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> September 22, 1975 <br /> <br />PRESENTATION, RE: PROPOSITION NO. 1 (NUCLEAR SAFEGUARDS) <br /> The City Council heard a presentation at 7:55 P.M. by Mr. Tom Frost <br />representing Project Survival, requesting a resolution calling for public <br />information and discussion regarding nuclear safeguards. <br /> <br /> Mr. Bob Butler, 3831 Pinot Court, addressed the Council urging them <br />not to pass a resolution that could be widely taken to be in support of <br />Proposition 1. <br /> <br /> Mr. Frank Irvin, P.G.&E. District Manager, spoke in opposition to <br />Proposition 1 and suggested that support of this resolution would be <br />a reflection of the Council's intention to support Proposition 1. <br /> <br /> After discussion, it was moved by Councilmember Philcox and seconded <br />by Councilmember Herlihy that Council adopt Resolution No. 75-202 encour- <br />aging citizen participation in city government and asking that citizens <br />become informed on all propositions to come before the electorate in the <br />General Election. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Philcox and Mayor Kinney <br />NOES: None <br />ABSENT: Councilmember McLain <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Kinney called the Regular Meeting of the City Council to order <br />at 8:25 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> Acting Deputy Clerk Pat Flowers called the roll which is recorded as <br />follows: Councilmembers Herlihy, LeClaire, Philcox, and Mayor Kinney <br />were present. Councilmember McLain was absent. Mr. Edgar, City Manager; <br />Mr. Scheidig, City Attorney; Mr. Campbell, Assistant City Manager/Director <br />of Public Works; Mr. Bowling, Director of Housing and Community Develop- <br />ment; Mr. Harris, Director of Planning; Mr. Sooby, Director of Engineering <br />Services; Mr. Walker, Assistant to the City Manager and Mr. Charles <br />Dobbins, Chief Building Inspector, were present. <br /> <br />AGENDA AMENDMENTS <br /> Mr. Edgar asked that (1) 5a be continued to 10-13-75; (2) 8a be added, <br />review of Housing Authority resolution regarding Section 8; (3) that 9a be <br />considered and take appropriate action; (4) 9b be withdrawn; (5) 9J be added: <br />Fire Department request for Fire Prevention Week banner; and (6) 9k be added <br />regarding delegate to League of California Cities conference. <br /> <br />CONSENT CALENDAR <br /> It was moved by Councilmember Kinney, and seconded by Councilmember <br />LeClaire, that the following items listed on the Censent Calendar be <br />ap pro ve d: <br /> <br />a. Approval of City Council Minutes for September 8, 1975. <br /> <br />b. Adoption of Resolution No. 75-203, approving Claims, Review of <br /> Financial Reports, August, 1975. <br /> <br />c. Proclaim October 5-11, 1975, as Fire Prevention Week in Pleasanton. <br /> <br />d. Report of the Planning Commission Re: Action taken on items at <br /> their meeting of September 10, 1975. (Only received for information). <br /> <br /> <br />
