;3:09 <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Ty Caplin, 4813 Muirwood Drive, addressed the Council regarding traffic <br />problems on Muirwood Drive North° He presented a petition with approximately 500 <br />signatures requesting a 3-way stop sign and crosswalk should be placed at the <br />intersection of Muirwood Drive North and Springdale, and Highland Oaks Drive and <br />Muirwood Drive North, and Stop sign in southerly direction at Hillview Court and <br />Muirwood Drive North; double yellow center lines with reflectors should be placed <br />at Muirwood Drive North from Foothill Road to Las Positas Drive; and establish a <br />15 MPH Speed Limit in front of Muirwood Park. After discussion, Council determined <br />to place this matter on the July 26th agenda for further review. <br /> <br /> Mrs. Marilyn Holzer, 4050 Walnut Drive, asked if the City Council Meeting of <br />3une 21, 1976, was open to the public. She was advised that all City Council <br />Meetings are open to the public. She then asked if a Pleasanton fire tanker had <br />been dispatched to a fire in Castro Valley over the weekend, because she felt <br />Pleasanton equipment should not be sent that far away during this critical fire <br />season. She was advised that the Pleasanton Fire Division does not have a water <br />tanker so it could not have been ours. <br /> <br />PUBLIC HEARINGS <br />Appeal of Kay Martin and Charlotte Witke of a decision of the Planning Commission <br />approving UP-76-13~ an application of Chris Beratlis to construct a parking lot <br />on proper.ty located west of the rear of residences on Longspur Way~ south of the <br />Pleasanton Canal and north of Valley Avenue~ zoning for the property is P (Public <br />and Institutional~ District. The parkin~ lot would be constructed in conjunction <br />with a shopping center proposed on property located immediately to the west of <br />the site under appeal (Continued Open from June 14, 197..6). <br /> Mr. Harris presented his staff report dated June 23, 1976, regarding this matter. <br /> <br /> Mayor Philcox declared the public hearing open. <br /> <br /> The following persons spoke in favor of the appeal: <br /> <br /> Mr. Mill Wttke, 2790 Longspur Way, presented a petition with approximately <br /> 1,000 signatures in opposition to UP-76-13, Oak Tree Center, <br /> and displayed a map showing streets where signatures had <br /> been obtained. <br /> Mr. Dan Mahoney, 2820 Longspur Way <br /> Mr. Ronald Pozzebon, 2808 Longspur Way <br /> Mr. Jeffrey S. Loiter, 1561 Hawthorne Terrace, representing Hopyard and <br /> Valley Shopping Center Development <br /> Mr. Jim Jordan, 7218 Stonedale Drive, representing CARD <br /> Mr. Wallace H. Mayer, Jr., 2780 Willowren Way <br /> <br /> The following person spoke in opposition to the appeal: <br /> <br /> Mr. William Hirst, Attorney, 147 Bernal Avenue, representing applicant <br /> <br /> At this time Councilmember Mercer presented a compromise solution to problems <br />related to the parking lot associated with this commercial denter. He displayed <br />map showing his proposed rodesign of the center to effect an acceptable resolution <br />to these problems that might be agreeable to everyone concerned. <br /> <br /> Considerable discussion followed regarding various issues of the compromise <br />and the contents of the Conditional Use approved by the Planning Commission. <br /> <br /> There being no further public testimony, Mayor Philcox declared the public <br />hearing closed. <br /> <br /> After Council discussion, it was moved by Councilmember Herlihy, and seconded <br />by Councilmember LeClaire, that Resolution No. 76-157, sustaining the appeal of <br />Kay Martin and Charlotte Witke of a decision of the Planning Commission approving <br />UP-76-13, an application of Chris Beratlis to construct a parking lot on property <br />located west of the rear of residences on Longspur Way, south of the Pleasanton <br />Canal and north of Valley Avenue, zoning for the property is P (Public and Insti- <br />tutional) District, without prejudice thereby enabling the applicant to submit a <br />new application within one year, be adopted° <br /> <br /> 2. 6/28/76 <br /> <br /> <br />
