321 <br /> <br /> Council discussion ensued regarding the purpose of the environmental impact <br />report, and the traffic and parking problems as well as potential land use on <br />Vineyard Avenue. <br /> <br /> It was moved by Councilmember Herlihy that the area on Vineyard Avenue, <br />bounded on the North by the Creek, on the West by First Street, and in~nediately <br />South and East of Vineyard Avenue, be placed in an interim "Study" District for <br />detailed study of the problems, and satisfactory solution. <br /> <br /> Mr~ Scheidig explained that placing this area in a "Study" District would <br />require a 4/Sth vote of the Council and would not require the prior recommenda- <br />tion of the Planning Commission. <br /> <br /> Councilmember Herlihy withdrew his motion. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Philcox, <br />instructing the staff, Planning Commission, and Traffic Committee to give top <br />priority to the matter of traffic and parking on Vineyard Avenue. <br /> <br /> It was moved by Councilmember McLatn to amend the motion as follows: to re- <br />ceive a report in 90 days which includes recommendations from the Planning Com- <br />mission regarding potential land use in the area, recommendations regarding a <br />change in the Zoning Ordinance related to parking requirements for multiple <br />development, and changes in the Zoning Ordinance regarding on-street and off- <br />street parking along Vineyard Avenue.
