There being no further testimony, Mayor Kinney declared the public hearing <br /> closed° <br /> <br /> Councilmember Philcox stated he felt adoption of the General Plan should not <br /> be delayed and that the public had had ample time to review the Plan~ He sug- <br /> gested the formation of a Citizens Committee to work with staff on traffic cir- <br /> culation pattern changes and plans in the northern area of the City° He also <br /> urged immediate implementation of a growth management plan~ <br /> <br /> Councilmember Letlairs stated she felt it was extremely urgent that the <br />General Plan be adopted immediately~ She concurred with Councilmember Philcox <br />regarding a Citizens Committee to study traffic circulation in the Las Positas <br />area° <br /> <br /> Councilmember Herlihy favored adoption of the General Plan immediately but <br />expressed opposition to the formation of a Committee to study traffic circula- <br />tion, He suggested this matter be placed on the agenda in approximately one <br />year and reviewed again at that time. He stated that until there was definite <br />action from developers in that area he felt it would be difficult to know what <br />would be the best way to handle traffic circulation° <br /> <br /> Councilmember McLain stated he felt the General Plan should be adopted now <br />with the understanding that as soon as possible a Committee from the Las Positas <br />area be formed to work with the Planning Commission and staff to amend that part <br />of the General Plan to correct traffic problems° <br /> <br /> Mayor Kinney stated he felt that four years of study on the General Plan <br />was sufficient time for review but that the Council should act wisely and in <br />the proper pace in laying out street patterns that they did not know the nature <br />of yet~ <br /> <br /> It was moved by Councilmember LoCiairs, and seconded by Councilmember McLain, <br />that Resolution No. 76-27, adopting the General Plan, amending Figure IV-4, page <br />IV-49 of the Environmental Impact Report to remove the extension of Stoneridge <br />Drive shown east of Hopyard Road, and that a traffic circulation study be under- <br />taken r) dets~mine appropriate traffic circulation for that area north of West <br />Las P~s~tas, east of Hopyard, west of TassaJara-I-580 interchange, and south of <br />1-580, be adopted~ <br /> <br /> Councilmember Herlihy made an amended motion to adopt the General Plan as <br />presented, receive comments regarding traffic circulation patterns, and at such <br />time as a developer submits an application for development then form a Committee <br />to study tr~ff'ic circulation° <br /> <br /> %he mc~!Ion~ die~ for lack of a second. <br /> <br /> Co~ncilmember Letlairs stated it is clear that the Council and staff are <br />suff'er~ng from a credibility gap and that the concerns of the citizens are <br />legitimate and that i~ is important to take immediate action to show good faith. <br /> <br /> Mr~ Scheidig reviewed the language of the proposed resolution. <br /> <br />The ~oI1 call vote on the original motion was as follows: <br />AYES: Coun~i]members Her!ihy~ LeClaire, McLain, Philcox, and Mayor Kinney <br />NOES: Ncn~ <br />ABSENT; None <br /> <br /> Mayor Kinney recessed the meeting at 10:00 P.M~ <br /> <br /> Mayor Kinney reconvened the meeting at 10:15 P.M. <br /> <br />Zone 7's Request for Map describing Adjacent Areas of Interest to the C.it~ <br /> Mr~ Edgar stated that Zone 7 had requested a map describing adjacent areas to <br />the Ci=y which are of planning interest to the City, and he suggested that the <br />map showing Spheres of Influence that was prepared for the Local ASency Formation <br />Commission be sent to the Zone, which includes Kilkare Woods and the Apperson <br />Property° <br /> <br /> 3. 2/9/76 <br /> <br /> <br />
