PUBLIC HEARINGS <br /> The proposed General Plan of the City of Pleasanton~ The items to be reviewed are <br /> the .Gone.[.el Plan. Suppl.ement~ the. Eny.i~onm~.tal Element Of the General Plan and the <br /> revised General Plan Map~ The former consists. ep.sent.ia.lly of a series of develop- <br />ment goals and policy statement and an implementation program for the proposed Plan. <br />The Environmental Element is written in the form of an environmental imRact report. <br />and describes the environmental impacts of the proposed Plan. The revised General <br />Plan Map graphically illustrates many proposals of the Plan <br /> Mr~ Harris presented his staff report dated February 5, 1976, regarding this <br />matter. He stated that all relevant material had previously been submitted to the <br />Council, and had been explained and reviewed at a Joint meeting with the Planning <br />Commission on January 19, 1976~ He stated the Planning Connission held a public <br />hearing on this item on February 4, 1976, and had passed a resolution recommending <br />approval of the entire General Plan~ <br /> <br /> Mr. Harris briefly reviewed the background of the General Plan, stating that <br />the economic analysis and social element had recently been added to the General <br />Plan as well as growth benchmarks. <br /> <br /> Mr~ Harris reviewed in detail the General Plan Supplement which includes: <br />(1) statement regarding growth resolution passed by the City Council; (2) goals <br />and policy statements; (3) summary of 40-year Capital Improvement Program; and <br />(4) implementation program. <br /> <br /> Mr. Harris reviewed the environmental element which provides Council with <br />information needed to determine acceptability of the General Plan and reviewed <br />the environmentall effects of the General Plan and mitigation measures related to <br />said environmental effects. <br /> <br /> Mr. Harris =compared the differences between the original General Plan Map and <br />the revised General Plan Map, explaining the six general plan amendments that have <br />been made° He also presented eleven proposed changes recommended by staff and <br />approved by the Planning Commission. <br /> <br /> Mro Harris reviewed an important addition to the new Map regarding resolution <br />on growth which graphically illustrates the areas that would develop in the 48,70~ <br />bench mark over the next twenty years, <br /> <br /> Council discussion ensued regarding the applicability of the Williamson Act, <br />school sites, roads, and various points of the staff report. <br /> <br /> Mayor Kinney declared the public hearing open. <br /> <br /> Anna Martinsen, 4038 Payrio Road, requested City Council to defer adoption of <br />the G~lczal Plan fo[ further s~udy of traffic circulation in the area north of <br />Las Positas and south of 1-580o <br /> <br /> Bob Doe, 3512 Chippendale, expressed concern regarding traffic circulation <br />and noise impact and requested delay of adoption of the General Plan until these <br />problems are resclved~ <br /> <br /> Frank Brandes, 6889 Corte Sonada, recommended reactivation of the Citizens <br />General Plan Review Committee, to review and comment on changes made to the <br />General Plan facently~ He expressed concern regarding the growth management <br />plan, stating he [e]t ~he bench marks were not sufficient for proper planning. <br /> <br /> Jim Jordan, 7218 Stonedale Drive, stated there were questions that needed <br />answering before adoption of the General Plan, therefore, he recommended no <br />decision be made tonight~ <br /> <br /> Robert Pearson, 3590 Churchill Drive, expressed concern regarding traffic <br />afterisis, sta~ing he felt this problem should be addressed now and shown on the <br />Map. He suggested traffic patterns to route traffic away from residential areas. <br /> <br /> Don Savory, 6738 Rancho Court, expressed concern regarding afterisis on the <br />west side of Hopyard Road, and suggested that a study group be established to <br />review this matter before the General Plan is adopted~ Mro Savery stated the <br />Housing Element was confusing and should be cleared up. <br /> <br /> 2. 2/9/76 <br /> <br /> <br />
