Caporusso presented his report dated November 22, 1976, regarding this <br />matter. <br /> <br /> Council discussion ensued reBardinK the Park Bond issue, and staff was in- <br />structed to schedule a study session between the City Council and the Park and <br />Recreation Commission to discuss this matter. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember Le- <br />Claire, to accept the report of the Park and Recreation Commission regarding <br />their goals and objectives for 1976-77. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />.Report of the Park and Recreation Commission~ Re: Letter of Commendation for <br />Donors of the Parking Lot at the Cultural Arts Center <br /> Mr. Caporusso presented the report of the Park and Recreation Commission <br />da~ed November 29, 1976, regarding this matter. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember <br />Mercer, that the Mayor be authorized to write a letter of commendation to <br />the following donors for their efforts and contributions in the construction <br />of the parking lot at the Cultural Arts Center; Bill Downing, Arnold Abrott, <br />Ed Bush, John Buranis, Gene Caldeira, Ken Lamb, Mike Stanley, Carol Bush, and <br />Phyllis Wentworth. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY MANAGER <br />Report~ Re:. Refun~ to Jerry Aldrich for Sewer Connection Fee <br /> Mr. Campbell presented his report dated November 22, 1976, regarding this <br />matter. <br /> <br /> Birdie Bianchi, 4329 Railroad Avenue, stated she felt the sewer connection <br />fee should be refunded to Mr. Aldrich. <br /> <br /> Thurman Claudill, Augustine Street, concurred with Mrs. Bianchi. <br /> <br /> A letter was presented to the City Council from Jerry Aldrich, stating that <br />if the requested refund was granted it would be donated to the Pleasanton <br />Salvation Army Extension. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Mercer, that the request of Jerry Aldrich for refund of sewer <br />connection fee in the amount of $1,271.00, be granted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Mercer <br />NOES: Councilmembers Herlihy, LeClaire, and Mayor Philcox <br />ABSENT: None <br /> <br />~TTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presenting at this meeting. <br /> <br />SPECIAL REPORTS <br />ReRort.~ Re: Amendment to ~esolution No. 68-210~ Council Conduct~ Procedural <br />Guidelines (Contd. from 10-26-76) <br /> Mr. Edgar presented a report from Mayor Philcox and Councilmember Mercer <br />dated December 6, 1976, to be discussed with this item. <br /> <br /> John Fraga, 1486 Kolln Street, representing CARD, presented a report from <br />the CAP~ Committee expressing opposition that the City Council exclude any <br />duly elected Council person from any meeting of that elected board including <br />executive sessions. <br /> <br /> Council reviewed each of the proposed changes to the guidelines related <br />to conduct and expenses. <br /> <br /> 5. 12/6/76 <br /> <br /> <br />
