MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> December 6, 1976 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> }~yor Robert Philcox called the Adjourned Regular Meeting of the City Council <br /> to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br /> Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox were present. <br /> Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, Mr. Campbell, Assistant City <br /> }~nager/Director of Public Works, Mr. Harris, Director of Planning, Mr. Sooby~, <br /> Director of Engineering Services, and Mr. Caporusso, Director of Human Services, <br /> were present, <br /> <br /> AGENDA AMENDMENTS <br />"D Mr. Edgar requested that item 8b - DiscusSion Re: LAVWMA Matters be deleted <br />~D. from the agenda because of the uncertain circumstances of the LAVWMA Project at <br />~ this time. Council concurred. <br /> <br /> CONSENT CALENDAR <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br /> that the following items listed on the Consent Calendar be approved: <br /> <br /> a. Proclaim the week of January 16-22, 1977, as Jaycee Week in Pleasanton. <br /> <br /> b. Proclaim the week of January 9-15, 1977, as Pleasanton Brides Week. <br /> <br /> c. Adoption of Resolution No. 76-273, accepting Grant Deed from First Pleasanton <br /> Investors, ~egarding Parcel Map 1873. ~ .:I.- ........ <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br /> NOES: None <br /> ABSENT: None <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. Dennis Laurence, 438 Ewing Drive, President of I.A.F.F. Local 1974, <br /> addressed the Council regarding Fire Department manning and manpower allocation, <br /> stating the Firemen were in agreement with the City Council in the hiring of a <br /> Fire Chief but were opposed to the hiring of an Assistant Chief at the expense <br /> of basic manpower needed at Stations Two and Three. <br /> <br /> Mr. James E. McDermott, 5598 Corte Sonora, addressed the Council regarding <br /> the Fire Department and to request that the City' Council rescind its actions <br /> regarding Fire Department organization and reasons for this request, to request <br /> the City Council to produce for public examination the Fire expert on whose <br /> advice they have relied, and to find a reason from the City Council why citizen <br /> input on matters affecting lives and safety is not allowed. <br /> <br /> PUBLIC HEARINGS <br /> Appeal of Thomas K. McManus of a determination by the City Manager that the <br /> preparation of an Environmental Impact. Report is required for an application <br /> to change the General Plan designation of approximately 66 acres of land located <br /> east of Hopyard Road between the Pleasanton Recreation and Sports Park and the <br /> Arroyo Mocho from "Parks and Recreation".t0..~edium Density Residential" (Contd. <br /> Open from 11-22-76) <br /> Mr. Harris presented his report dated December 1, 1976, regarding this <br /> matter. <br /> <br /> Mr. Scheidig explained that this item is not the consideration of rezoning <br /> but a General Plan amendment which is a required step before considering rezoning. <br /> <br /> }~yor Philcox declared Open the continued public hearing from the meeting of <br /> November 22, 1976. <br /> <br /> <br />
