MINUTES of THE MEETING of THE CITY COUNCIL December 6, 1976 CALL TO ORDER - PLEDGE TO THE FLAG }~yor Robert Philcox called the Adjourned Regular Meeting of the City Council to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. ROLL CALL Deputy City Clerk Doris George called the roll which is recorded as follows: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox were present. Mr. Edgar, City Manager, Mr. Scheidig, City Attorney, Mr. Campbell, Assistant City }~nager/Director of Public Works, Mr. Harris, Director of Planning, Mr. Sooby~, Director of Engineering Services, and Mr. Caporusso, Director of Human Services, were present, AGENDA AMENDMENTS "D Mr. Edgar requested that item 8b - DiscusSion Re: LAVWMA Matters be deleted ~D. from the agenda because of the uncertain circumstances of the LAVWMA Project at ~ this time. Council concurred. CONSENT CALENDAR It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, that the following items listed on the Consent Calendar be approved: a. Proclaim the week of January 16-22, 1977, as Jaycee Week in Pleasanton. b. Proclaim the week of January 9-15, 1977, as Pleasanton Brides Week. c. Adoption of Resolution No. 76-273, accepting Grant Deed from First Pleasanton Investors, ~egarding Parcel Map 1873. ~ .:I.- ........ The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox NOES: None ABSENT: None MEETING OPEN TO THE PUBLIC Mr. Dennis Laurence, 438 Ewing Drive, President of I.A.F.F. Local 1974, addressed the Council regarding Fire Department manning and manpower allocation, stating the Firemen were in agreement with the City Council in the hiring of a Fire Chief but were opposed to the hiring of an Assistant Chief at the expense of basic manpower needed at Stations Two and Three. Mr. James E. McDermott, 5598 Corte Sonora, addressed the Council regarding the Fire Department and to request that the City' Council rescind its actions regarding Fire Department organization and reasons for this request, to request the City Council to produce for public examination the Fire expert on whose advice they have relied, and to find a reason from the City Council why citizen input on matters affecting lives and safety is not allowed. PUBLIC HEARINGS Appeal of Thomas K. McManus of a determination by the City Manager that the preparation of an Environmental Impact. Report is required for an application to change the General Plan designation of approximately 66 acres of land located east of Hopyard Road between the Pleasanton Recreation and Sports Park and the Arroyo Mocho from "Parks and Recreation".t0..~edium Density Residential" (Contd. Open from 11-22-76) Mr. Harris presented his report dated December 1, 1976, regarding this matter. Mr. Scheidig explained that this item is not the consideration of rezoning but a General Plan amendment which is a required step before considering rezoning. }~yor Philcox declared Open the continued public hearing from the meeting of November 22, 1976.
