Step 2 (Design) Authorization <br /> With regard to authorization to Step 2 Design of the Project, the City <br />Council preferred to wait until after more definitive financial and engineer- <br />ing data was available before making a finai decioioa. <br /> <br />JOINT CITY COUNCIL/PLANNING COMMISSION DISCUSSION <br /> Mayor Philcox began the discussion by reviewing the various agenda items <br />and indicating that it is important for the City Council and Planning Commis- <br />sion to review items of mutual concern periodically. <br /> <br /> There was a substantial amount of discussion regarding traffic, growth <br />control in the Eastern part of the City, and the type of development that <br />should be constructed in the downtown area. <br /> <br /> With regard to the location of public buildings in the City, it was the <br />sense of both the Council and the Commission that barring unforeseen circum- <br />stances the location of public buildings should be planned for the Civic <br />Center area and that the intention was to develop that area as the business <br />center of the City. ~ <br /> <br /> There was further discussion on other matters but many of the decisions <br />regarding street improvements, traffic circulation and traffic signals were <br />deferred, to be discussed later when a staff report was prepared on the <br />amount of available money. <br /> <br />ADJOURNMENT <br /> There being no further business at 11:15 P.M., Mayor Philcox adjourned <br />the-meeting to meet again in Adjourned Regular Session at 8:00 P.M., on <br />December 6, 1976. <br /> <br />Respectfully Submitted, <br /> <br />WILLIAM H.
