MINUTES <br /> of <br /> THE MEETING <br /> Of <br /> THE CITY COUNCIL <br /> <br /> November 29, 1976 <br /> <br /> CALL TO ORDER <br /> Mayor Robert Philcox called the Adjourned Regular Meeting of the City <br /> Council to order at 7:30 P.M. <br /> <br /> ROLL CALL <br /> The roll call is recorded as follows: Councilmembers Brandes, Herlihy, <br /> LeClaire, Mercer, and Mayor Philcox were present. Mr. Edgar, City Manager, <br /> Mr. Scheidig, City Attorney, Mr. Campbell, Assistant CityManager/Director of <br /> Public Works, Mr. Nelson, Acting Police Chief, Mr. Cherry, Acting Fire Chief, <br /> and ~. Harris, Director of Planning, were present. Planning Commissioners <br /> Butler, Jamieson, Shepherd, and Wood, were also present. <br /> <br /> ORAL REPORT REGARDING APPROVAL OF ADDITIONAL MANPOWER FOR THE DEPARTMENT OF <br /> PUBLIC SAFETY PURSUANT TO CITY COUNCIL INCREASING AVAILABLE REVENUES <br /> Mr. Edgar introduced a report regarding additional manpower for the Depart- <br /> ment of Public Safety and indicated that the additional amount of money avail- <br /> able came from applying the increased tar rate to a larger assessed valuation. <br /> Mr. Edgar briefly reviewed the existing organization and functional responsi- <br /> bilities of each of the units within the Department. <br /> <br /> Mr. Campbell then reviewed statistical information related to fire loss <br /> and fire injuries as compared to traffic accidents and suicides. In addition, <br /> Mr. Campbell reviewed the statistical data regarding the workload of each of <br /> the Companies throughout the City and indicated that over 60% of the workload <br /> existed at Station 1 as compared to approximately 20% in each of the outlying <br /> Stations. <br /> <br /> F~. Edgar then reviewed Alternate No. 1, which recommended the hiring' of <br /> two additional police officers and two additional firefighters, and the advan- <br /> tages and disadvantages of each. He then reviewed Alternate No. 2, which re- <br /> commended the hiring of two additional police officers and the creation and <br /> filling of the positions of Fire Chief and Assistant Chief. Mr. Edgar indi- <br /> cated that the staff recommendation was for Alternate No. 2, and he would so <br /> recommend to the City Council. Mr. Edgar indicated that the position of Fire <br /> Chief and Assistant Chief would be filled by open competitive examination. <br /> <br /> After questions related to budgetary matters and staffing deployment, it <br /> was moved by Councilmember LeClaire, and seconded by Councilmember Herlihy, <br /> that Resolution No. 76-272, approving staff Alternate No. 2 for additional <br /> marlpower in the Department of Public Safety and establishing minimum manning <br /> of four fire personnel at Station 1, two fire personnel at Station 2, and two <br /> fire personnel at Station 3, and amending the budget for the Department of <br /> Public Safety to accommodate the increased level of staffing accordingly, be <br /> adopted. <br /> 'The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox <br />**NOES: Councilmembers Brandes <br />ABSENT: None <br /> <br /> James E. McDermott, 5598 Corte Sonora, asked to be heard at the <br /> meeting. Mayor Philcox stated that this was not a public hearing and that <br /> he did not intend to take testimony. <br /> <br /> DISCUSSION RE: LAVWMAMATTERS <br /> .Cit. X Council Position on Size of Pipeline <br /> ~yor Philcox reviewed briefly the status of the LAVWMA pipeline and the <br /> discussions that were in progress at the present time regarding financing of <br /> the project. Mayor Philcox stated that prior to going back to the LAVWMA <br /> Board on Wednesday he would like to have a sense of the Council regarding <br /> whether or not they would be willing to proceed with the basic project (15.62 <br /> mgd) without voter approval. After some discussion it was the sense of the <br /> City Council, with Councilmember Herlihy dissenting, that the Council would <br /> be willing, within reasonable fiscal constraints, to approve construction of <br /> the basic pipeline project (15.62 mgd) without voter approval. <br /> <br />**Councilmember Brandes stated he was opposed to the alternate selected due to <br /> the fact that he felt the money allocated for Assistant Chief should be spent <br /> on additional manpower. <br /> <br /> <br />
