Speaking in opposition to the appeal was William'Hirst, 147 Bernal Avenue, attorney representing M & M Land Company. As no one else wished to speak, the public hearing was closed. Discussion ensued with Councilmember Herlihy expressing support for a Negative Declaration and the other Councilmembers indicating support for an EIR since there was not enough information regarding traffic, noise, impact --on air quality and similar environmental elements that could be significantly ~ffected by the project. It was moved by Councilmember Brandes, seconded by Councilmember LeClaire, that Resolution No. 76-268, upholding the appeal of the decision of the City Manager to file a Negative Declaration for a proposed development consisting of two concrete tilt-up, one-story warehouse type buildings on a 3.19 acre site located immediately behind the Pleasanton Garbage Service Transfer Station at 3110 Busch Road, be adopted. After further discussion, it was moved by Councilmember Mercer, and seconded by Councilmember Herlihy that Resolutions Nos. 76-269 and 76-270, denying the appeals on these two properties, relating to Cases Z-76-202, UP-76-30 and Z-76-197, be adopted.
