Councilmember Mercer described many of the park and recreation facilities
and went into some detail regarding the Vintage Hills Park which is now in
the planning stage and is slated for partial development pending the receipt
of Federal and State funds. He explained some of the other programs which
involve Federal and State funding in which the City has participated, and he
indicated that the City is pursuing every possible source of revenue to im-
prove the park and recreation program in the City.

Planned Commercial Development
Councilmember Herlihy commented on the planned commercial development in
the area, and the pending rezoning which will reduce the commercial center on
Pico Avenue from 10 to 7 acres. He stated that although H. C. Elliott indi-
cated a desire to develop this neighborhood commercial center immediately,
that in reality it probably would not be developed for sometime because of
sewer problems in the area.

Councilmember Herlihy also reviewed the status of the Regional Shopping
Center in Stoneridge asi well as some of the pending plans for industrial
development throughout the City.

COMMUNITY DISCUSSION
At this point questions and answers were elicited from the audience.

Certain people in the audience inquired about the rubbish and garbage
that was being dumpedlon the land planned for commercial development on Pico
Avenue.. Mr. Eaton indicated that he had scheduled a meeting with Mr. Elliott
for Tuesday morning in which they were to discuss the problem of littering
at that site as well as problems of littering at the end of Touriga. The
City Attorney was asked to review possible alternatives regarding the abaten
ment of litter and dumping on private property.

Questions were raised regarding the LAVWMA export project. Mayor Philcox
described the project in detail and indicated that community support was ab-
solutely necessary for the project since many of the things discussed tonight
were dependent upon additional sewer capacity.

There seemed to be a general feeling in the audience that the Council
should be pursuing an aggressive policy of industrial and commercial develop-
ment in order to broaden the tax base and hopefully reduce or keep the taxes
the same.

ADJOURNMENT
After some discussion, Mayor Philcox adjourned the meeting at 9:50 P.M.,
and thanked the residents for their attendance and participation.

Respectfully Submitted,

WILLIAM H. EDGAR, CITY CLERK

2. 1014/76 '
' 'i~
