MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 4, 1976 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Philcox called the City Council Neighborhood Meeting to <br /> order at 8:00 P.M., at Valley View School for the residents of Vintage <br /> Hills, and then led the Pledge of Allegiance to the flag. <br /> <br /> ROLL CALL <br /> The roll is recorded as follows: Councilmembers Brandes, Herlihy, <br /> LeClaire, Mercer, and Mayor Philcox were present. Mr. Edgar, City Manager, <br /> Mr. Scheidig, City Attorney, Mr. Campbell, Assistant CityManager/Director <br /> of Public Works, Mr. Harris, Director of Planning, Mr. Sooby, Director of <br /> Engineering Services, Mr. Caporusso, Recreation Superintendent, and Mr <br /> - <br /> Eaton, Director of Field Services, were present. <br /> <br /> I~ELCOME AND INTRODUCTIONS <br /> ~yor Philcox welcomed the residents of the Vintage Hills area to the <br /> Neighborhood meeting and indicated that this was the second in a series of <br /> Neighborhood meetings that will be held throughout the City. Mayor Philcox <br /> stated that the objective of these meetings was to elicit comments and sug- <br /> gestions from people in the neighborhood regarding local matters. He stated <br /> that it was the objective of the Council to keep the agenda to a minimum in <br /> order to allow as much public input as possible. <br /> <br /> Mayor Philcox then introduced members of the City Council and the City <br /> staff. <br /> <br />DETAILED DISCUSSION <br /> Streets <br /> Mayor Philcox asked Councilmember Brandes to comment on the matter of <br /> streets in the neighborhood. <br /> <br /> Councilmember Brandes, utilizing several displays, described the current <br />traffic circulation pattern in the Vintage Hills area and stated that it was <br />the Council's intent to improve the situation by the future widening of Vine- <br />yard Avenue and the completion of Pico Avenue. Councilmember Brandes said, <br />however, that the implementation of these matters was dependent upon funding <br />and since, at this time, funding is very limited there was no timetable that <br />could be established. <br /> <br />Planned Residential Development <br /> Councilmember LeClaire stated that as a result of the y s adoption <br /> Cit ' <br />of the n~ General Plan, the growth bench marks which are included in the <br />Plan, and the adherence to the State mandated E-0 growth rate, there would <br />be very little residential development occurring in the Vintage Hills area <br />from now on. Councilmember LeClaire stated that except for approximately <br />40 additional single family dwelling units to be constructed by H. C. Elliott <br />there were no further plans for residential development in the area. <br /> <br /> The question of sewer capacity was raised and Councilmember LeClaire <br />explained that the construction of the LAVWMA pipeline together with the <br />expansion of the V.C.S.D. Plant would be accomplished in accordance with <br />the limited growth policies of the City. <br /> <br />Parks and Recreation <br /> Councilmember Mercer reviewed the.organization of the parks and recrea- <br />tion functions of the City and explained the revenue and expenditures re- <br />lated to these various functions. He pointed out that a large portion of <br />the revenue pattern was generated from fees in ord,er to keep taxes at a <br />minimum. He also pointed out that several booklets and pamphlets contain- <br />ing detailed information were available for citizen review. <br /> <br /> <br />
