Report~' R.e: LAVWMAAmendments <br /> Mayor Philcox stated this item would be continued pending further meetings <br />of LAVWMA. <br /> <br />COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Cor~ittee Reports for the infornmtion <br />of the Council. <br /> <br /> Councilmember Mercer stated that at the last COVA meeting VCSD made a <br />proposal regarding implementation of a Senior Citizen Gold Card Program, and <br />suggested that COVA representatives meet with the Chamber of Commerce Presi- <br />dents of Dublin, Livermore, and Pleasanton, to discuss the details. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Le- <br />Claire, that the City Council endorse the concept of a.Senior Citizen Gold <br />Card Program, and that Councilmember Mercer be authorized to meet with <br />Chamber of Commerce representatives to discuss implementation of such a <br />program. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox stated that he would like to appoint Councilmember Mercer <br />to meet with him on the Finance and Administration Committee in place of <br />Councilmember Brandes, to discuss the matter:of Mr. Brandes' telephone ex- <br />pense voucher, for this one item only. Council concurred. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilmember LeClaire requested guidelines or an informal set of rules <br />by which Councilmembers could govern themselves relative to procedural matters. <br />After Council discussion, it was requested that each Councilmember receive ~ <br />copy of the League's Handbook for City Councilmembers, and discuss the matter <br />further at a later date. Mayor Philcox appointed Councilmembers LeClaire and <br />Mercer to prepare proposals regarding City Council Guidelines, for Council review. <br /> <br /> Mayor Philcox presented a proposed letter he had written to the Warden <br />of the Federal Youth Center requestf6~that Mr. Garrison appear before the City <br />Council on September 27th, at 7:30 P.M., to present a five year program ~f <br />this facility. Council authorized transmittaI of this letter. <br /> <br />CITY COUNCIL CALENDAR <br /> Mr. Edgar presented the Calendar for the Council's information. <br /> <br />EXECUTIVE SESSION <br /> Mayor Philcox recessed the meeting to an Executive Session at 11:30 P.M., <br />to discuss the possibility of litigation against Kaiser-Aetna regarding past <br />due parkland dedication obligations. <br /> <br /> Mayor Philcox reconvened the meeting at 12:05 ~.M. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember <br />Mercer, that the City Attorney is authorized to take appropriate and neces- <br />sary legal action, including the filing of a law suit, against Kaiser-Aetna <br />for past due parkland dedication obliga[Lions. <br />The roll call vote was as follows: <br />AYES: Councilmembers B~, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilmember Brandes <br /> <br /> 7. 9/1~/76 <br /> <br /> <br />
