After considerable discussion, it was moved by Councilmember Brandes, <br /> and seconded by Councilmember Mercer, that the 5¢ property tax increase be <br /> eliminated and reduce the transfers from Gas Tax funds. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes and Mercer <br /> NOES: Councilmembers Herlihy, LeClaire, and Mayor Philcox <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember <br />LeClaire, that Resolution No. 76-200, establishing the 1976-77 tax rate at <br />$1.86, which includes a 5¢ increase, and use the additional $93,478.00 for <br />manpower in the Department of Public Safety, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmember Brandes, Herlihy, LeClaire, and Mayor Philcox <br />NOES: Councilmember Mercer <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> Mr. Edgar presented the report of the Director of Field Services dated <br />August 18, 1976, regarding Street Tree Watering, which was recently re- <br />quested by Councilmember Herlihy. <br /> <br /> Mr. Edgar presented the report of the Director of Field Services dated <br />August 18, 1976, regarding Sewage Treatment Plant Laboratory Certification, <br />for the information of the Council. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no Reports of the City Attorney presented at this meeting. <br /> <br />COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CItY C~IIN~IJ~, ~.'~T.F~ KF~.DR2S <br /> Councilmembers presented various Co~nnittee Reports for the information <br />of the Council. <br /> <br /> Councilmember Herlihy suggested that with regard to the proposed Reclama- <br />tion Plan being discussed by the Sand and Gravel Committee, that this Plan <br />be presented Jointly to the Pleasanton and Livermore City Councils for review <br />prior to considering any renewal of a truck traffic agreement on First Street <br />with the gravel companies. The City Manager was instructed to ~fite a letter <br />to the Chairman of the Sand and Gravel Committee to schedule a meeting re- <br />garding this matter and to notify the gravel companies that the agreement. <br />regarding truck use will terminate within a year. <br /> <br />MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilmember Brandes asked when the play equipment would be installed at <br />Hansen Park. He was advised this would be done as soon as possible. <br /> <br /> Councilmember LeClaire stated that the loose tie on the South Pacific <br />Railroad Crossing at Main Street and Sunol Boulevard had not yet been re- <br />paired, and requested this matter be followed up immediately. <br /> <br /> Councilmember Herlihy explained his No vote on the Pleasant:on/VCSD <br />Interceptor Sewer Line stating that he approved of the line but disapproved <br />the capacity because of the zero growth pattern and minimum potential land <br />development in the southern portion of the City, and was concerned where the <br />City would plan an additional 2,400 residences.
