349, <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br /> EXECUTIVE SESSION <br /> Mayor Philcox recessed the meeting to an Executive Session at 8:05 P.M., <br /> to discuss possible litigation regarding the appeal of Teri Jordan on the <br /> recreational vehicle lot for Stoneson's development and the rezoning of <br /> Creeks Bend. <br /> <br /> Mayor Philcox reconvened the meeting at 8:20 P.M. <br /> <br /> PUBLIC HEARINGS <br /> A_p_peal of Mrs. Teri Jordan o~ a decision of the Planning Commission that a <br /> site immediately northeast of the Int.e~s.ection o~ Ma~ood Drive and Stone- <br /> dale Drive is proper for a recreational vehicle storage yard and that cer- <br /> tain minor modifications to the storage yard are in substantial conformance <br /> with PUD-69-5 (the development of 236 townhouses in the area bordered by <br /> Springdale Avenue~ Stonedale D~iye and Maywood Drive) (Continued Open from <br /> 6-14-76~ 6-28-76~ and 7-12-76) <br /> Mayor Philcox stated the public hearing on this item had been continued <br /> Open from the meeting of July 12, 1976, to allow time for a meeting with the <br /> developer in an attempt to reach an amenable resolution to this matter. <br /> Councilmembers Brandes and Herlihy met with Mr. Schumacher on July 30, 1976. <br /> <br /> Councilmember Brandes stated that Mr. Schumacher feels he has met the <br /> legal requirements regarding the recreational vehicle yard but did say he <br /> was willing to listen to alternatives for modifications of the lot. <br /> <br /> Mayor Philcox pointed out that this particular project was part of a <br /> map that had been approved by the Planning Commission and previous City <br /> Council with the recreational vehicle yard as it is. <br /> <br /> Mr. Jim Jordan, 7218 Stonedale Drive, requested that the recreational <br /> vehicle lot be relocated since homeowners had been told when they purchased <br /> their homes that this would be a grassy area. He hinted at litigation since <br /> he felt the homeowners had been misrepresented. Mr. Jordan presented certain <br /> modifications to the recreational vehicle yard that would be acceptable to <br /> the residents, if the lot was not relocated. <br /> <br /> Mr. Dennis Bloching, 7292 Stonedale Drive, expressed his concern regard- <br /> ing the setback requested as a safety aspect. <br /> <br /> There being no further public testimony, Mayor Philcox declared the <br /> public hearing closed. <br /> <br /> After considerable discussion, it was moved by CouncilmemberHerlihy, <br /> and seconded by Councilmember LeClaire, that Resolution No. 76-181, denying <br /> the appeal of Mrs. Teri Jordan of a decision of the Planning Commission that <br /> a site immediately northeast of the Intersection of Maywood Drive and Stone- <br /> dale Drive is proper for a recreational vehicle storage yard and that certain <br /> minor modifications to the storage yard are in substantial conformance with <br /> PUD-69-5 (the development of 236 townhouses in the area bordered by Spring- <br /> dale Avenue, Stonedale Drive and Maywood Drive), be adopted, and recommending <br /> that Stoneson Development Corporation make the following modifications to the <br /> recreational vehicle yard: (1) That the driveway entrance be relocated to <br /> the north end of the yard; (2) That the hose bib be removed and the wash rack <br /> and drain be camouflaged and rendered useless in the most appropriate manner; <br /> (3) That ~he setback between the sidewalk and the storage yard be 10 feet wide~ <br />.... (4) That the storage yard be bordered on the west by a 6 foot high fence meet~ <br /> ing City standards and to be constructed of decorative masonry block fencing, <br /> and on ~e sc,~h b~ ~'ct 8 foot high fence meeting Fire Department standards and <br /> to be co~t~ucted of the same material if possible; (5) That the area between <br /> the sjdevaik and the 'fence be densely planted with fast growing trees and <br /> shr~5s a~d an irrigation system installed for maintenance of the landscaping, <br /> and preserving the three existing Eucalyptus Trees, is possible; (6) That <br /> where possible, the lengths of the parking spaces be varied in order to ob- <br /> tain the greatest number of spaces and greatest maneuverability within the <br /> lot and that design of the interior of the yard be left to the developer and <br /> townhouse homeowners association, with the setback from the inside south <br /> wall to be 15 feet. <br /> <br /> 2. 8/9/76 <br /> <br /> <br />
