After discussion, it was moved by Councilmember Mercer, and seconded by <br /> Councilmember Brandes, that Resolution No. 76-175, adopting the Alameda County <br /> Solid Waste Management Plan, indicating the City of Pleasanton's recommendation <br /> that the Alameda County Solid Waste Management Plan include in future decisions <br /> regarding waste transfer stations a designation that Pleasanton Garbage Service <br /> is the transfer station center for Pleasanton, and authorizattng execution of <br /> the Joint Powers Agreement, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, Mercer, and Vice Mayor LeClaire <br /> NOES: None <br /> ABSENT: Mayor Philcox <br /> <br /> Vice Mayor LeClaire requested that Council support the City of Alameda <br /> regarding wording in the Solid Waste Management Plan relating to compliance <br /> with the goals of the Plan to allow local plans to exist which are superior <br /> to land disposal of wastes. Ms. LeOlairs noted that Alameda had such a pro- <br /> posal for use of its refuse. <br /> <br /> It was moved by Vice Mayor LeOlairs, and seconded by Councilmember Herlihy, <br /> that Resolution No. 76-176, urging the Alameda County Solid Waste Management <br /> Plan, Paragraph VIII-16, e(1), remain in its present form allowing local plans <br />v-~ which are superior to land disposal of wastes, without prior approval by the <br />~ Solid Waste Joint Powers Agreement Board, be adopted. <br />~.~ The roll call vote was as follows: <br /> Da AYES: Councilmembers Brandes, Herlihy, Mercer, and Vice Mayor LeClaire <br /> D~ NOES: None <br /> ABSENT: Mayor Philcox <br /> <br /> MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at this meeting. <br /> <br /> SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br /> REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br /> REPORTS OF THE CITY MANAGER (Contd.) <br /> Review of Bids for the Flashing Signal on First Street <br /> Mr. Campbell presented the report of the Director of Engineering Services <br /> dated July 20, 1976, regarding this matter. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br /> to reject all bids for the flashing yellow beacons on the approaches to the <br /> First Street school crossing at Abbie Street, and to drop the project. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, Mercer, and Vice Mayor LeClaire <br /> NOES: None <br /> ABSENT: Mayor Philcox <br /> <br /> Reports Re: Fire Protection Services to Areas OutSide the City Limits <br /> Mr. Walker presented his report dated July 13, 1976, regarding this matter. <br /> <br /> After discussion, it was moved by Councilmember Herlihy, and seconded by <br /> Councilmember Mercer, directing staff to prepare an indepth study,prior to <br /> January 1, 1977, to determine the following: (a) how each of the four areas <br /> will be developed and the impact of that development on the City's ability <br /> to provide fire protection services; (b) whether or not the City should en- <br /> courage annexation of the unincorporated areas; (c) other alternatives to <br /> the City of Pleasanton continuing to provide this service; and instructing <br /> staff to meet with the Pleasanton Housing Authority to prepare a modification <br /> to the Fire Services Agreement for Komandorski Village. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, Mercer, and Vice Mayor LeClaire <br /> NOES: None <br /> ABSENT: Mayor Philcox <br /> <br /> 7/26/76 <br /> <br /> <br />
