After discussion, it was moved by Councilmember Mercer, and seconded by Councilmember Brandes, that Resolution No. 76-175, adopting the Alameda County Solid Waste Management Plan, indicating the City of Pleasanton's recommendation that the Alameda County Solid Waste Management Plan include in future decisions regarding waste transfer stations a designation that Pleasanton Garbage Service is the transfer station center for Pleasanton, and authorizattng execution of the Joint Powers Agreement, be adopted. The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, Mercer, and Vice Mayor LeClaire NOES: None ABSENT: Mayor Philcox Vice Mayor LeClaire requested that Council support the City of Alameda regarding wording in the Solid Waste Management Plan relating to compliance with the goals of the Plan to allow local plans to exist which are superior to land disposal of wastes. Ms. LeOlairs noted that Alameda had such a pro- posal for use of its refuse. Review of Bids for the Flashing Signal on First Street Mr. Campbell presented the report of the Director of Engineering Services dated July 20, 1976, regarding this matter. It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, to reject all bids for the flashing yellow beacons on the approaches to the First Street school crossing at Abbie Street, and to drop the project. After discussion, it was moved by Councilmember Herlihy, and seconded by Councilmember Mercer, directing staff to prepare an indepth study,prior to January 1, 1977, to determine the following: (a) how each of the four areas will be developed and the impact of that development on the City's ability to provide fire protection services; (b) whether or not the City should en- courage annexation of the unincorporated areas; (c) other alternatives to the City of Pleasanton continuing to provide this service; and instructing staff to meet with the Pleasanton Housing Authority to prepare a modification to the Fire Services Agreement for Komandorski Village.
