Box 24, Pleasanton, thanked the City Council for <br /> their action taken with regard to traffic safety improvements on Vineyard <br /> Avenue, stating the situation was much improved. She requested that the <br /> matter of restricted parking on Vineyard Avenue be delayed until further <br /> study of already implemented improvements is ascertained to see if restricted <br /> parking is necessary. <br /> <br /> Mr. Lamb stated he had no objection to this delay. Council concurred, and <br /> instructed staff to defer implementation of the restricted parking on Vineyard <br /> Avenue until further study in order to ascertain if this will be necessary in <br /> order to improve traffic conditions. <br /> <br /> PUBLIC HEARINGS <br /> Appeal of Lorin Medeiros to a decision of the Plannins Commission denyins <br /> UP-76-17s an application for a Conditional Use Permit to allow the retention <br /> and operation of an ice vendins machine in the parkins lot of Pleasanton <br /> Liquors at 728 Main Street. In addition, Mr. Medeiros is appealing Condi- <br /> tion No. 1 of DesiSn Review Board Resolution No. R-76-25 reSardins the loca- <br /> tion of the ice machine <br /> Vice Mayor LeClaire declared the public hearing open on this item and <br /> continued to the meeting of August 9, 1976, 8:00 P.M., Pleasanton Council <br /> Chambers, 30 W. Angela Street, at the request of the appellant. <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Report~ Re: Muirwood Drive Traffic Problems <br /> Mr. Campbell presented the report of the Traffic Engineer dated July 22, <br /> 1976, regarding this matter. <br /> <br /> The following persons addressed the City Council requesting traffic <br /> controls be placed on Muirwood Drive: <br /> <br /> Ronald G. Musket, 4985 Muirwood Drive <br /> Donald L. Wilson, 4825 Muirwood Drive <br /> David J. Irish, 4873 Muirwood Drive <br /> <br /> Council discussion ensued regarding enforcement of speed limits by radar, <br /> Police Department enforcement of speed limits, traffic bumps, and the unique <br /> street conditions of Muirwood Drive. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />that Resolution No. 76-174, instructing staff to install two stop signs and <br />crosswalks at Muirwood Drive North and Springdale, and at Highland Oaks Drive <br />and Muirwood Drive North; install one stop sign for southbound traffic and <br />three crosswalks at Hillview Court and Muirwood Drive North; install appro- <br />priate "Stop Ahead" warnings at each location; and install double yellow <br />center lines on Muirwood Drive North from Foothill Road to Las Positas Drive, <br />be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mercer, and Vice Mayor LeClaire <br />NOES: Councilmember Herlihy <br />ABSENT: Mayor Philcox <br /> <br />PUBLIC HEARINGS (Contd.) <br />Review~ Consideration~ and Adoption of the Alameda County Solid Waste Manage- <br />ment PlanT and Adoption of the Joint Powers Agreement (Continued Open from <br />July 12~ 1976) <br /> Mr. Scheidig reviewed the staff report dated July 7, 1976, regarding this <br />matter. He stated that Council had deferred action on this item at the meeting <br />of July 12, 1976, for input from Pleasanton Garbage Service on this matter. <br /> <br /> Councilmember Mercer stated that Mr. Molinaro, Pleasanton Garbage Service, <br />was in agreement with the Solid Waste Management Plan but requested that his <br />company be considered in future decisions as being designated the recycling <br />center for Pleasanton due to the existence of their present transfer station. <br /> <br /> N~erMayor LeClaire declared the continued public hearing open. <br /> <br /> No one in the audience spoke in favor of or in opposition to this matter. <br /> Vice Mayor LeClaire declared the public hearing closed. <br /> <br /> 2. 7/26/76 <br /> <br /> <br />
