321 <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS <br />Appeal of the Stoneson Development Corporation to an adverse decision of the <br />Planning Commission regarding RZ-76-2, an application to fezone approximately <br />22.7 acres of land located south of Stoneridge Drive and bounded by Stonedale <br />Drives Gold Creek~ and Interstate Freeway 680~ from PUD (Planned Unit Develop- <br />ment) District to R-1-6500.(~in~le Family Residential - 6500 sq. ft. site area <br />per dwelling unit) District (Continued Open from 5-10-76) <br /> Mayor Philcox declared this item withdrawn from the agenda at the request <br />of the appellant. <br /> <br />Appeal of J. Jack Bras for Doug Safreno of an adverse decision of the Planning <br />Commission denyin~.a.request to fezone two parcels of land containin~ a total <br />of approximately 11,300 Square feet located south and southeast of the existing <br />Shell Service Station on First Street and Vineyard Avenue (4232 First Street <br />and an unnumbered parcel with no street fron.taMe)s from R-M (.Multiple Residen- <br />tial) District to C-F (Commercial Freeway) District (Continued Open from <br />11-24-75 and 5-24-76) <br /> Mr. Harris presented his report dated May 18, 1976, regarding this matter. <br /> <br /> Mayor Philcox declared the public hearing open. <br /> <br /> The following persons spoke in favor of the appeal: <br /> <br /> J. Jack Bras, Architect, 90 Mission Drive <br /> Doug Safreno, 1627 Vineyard Avenue <br /> <br /> The following persons spoke in opposition to the appeal: <br /> <br /> Mrs. J. Mesas, 4238 First Street <br /> Ed Burns, 4164 Vineyard Avenue <br /> Art Howell, 4162-B Vineyard Avenue <br /> Mrs. Ella Duncan, 4162-A Vineyard Avenue <br /> <br /> There being no further public testimony, Mayor Philcox declared the public <br />hearing closed. <br /> <br /> Council discussion ensued regarding the possible advancement of commercial <br />zoning on the east side of First Street and its affect on the residential area <br />alon~ First Street and Second Street, and the increased traffic and parking <br />hazards if expansion of the service station was granted. <br /> <br /> It was moved by Councilmember LeClaire, and seconded by Councilmember Brandes, <br />that Resolution No. 76-167, denying the appeal of 3. Jack Bras for Doug Safreno of <br />an adverse decision of the Planning Commission denying a request to fezone two <br />parcels of land containing a total of approximately 11,300 square feet located <br />south and southeast of the existing Shell Service Station on First Street and <br />Vineyard Avenue (4232 First Street and an unnumbered parcel with no street front- <br />age), from R-M (Multiple Residential) District to C-F (Commercial Freeway) Dis- <br />trict, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Review, Consideratiog~ and A~option of the Alameda County Solid Waste Mana[ement <br /> and AdoptiOn o; the Joint Powers Agreement <br /> Mr. Harris reviewed the revisions to the Solid Waste Management Plan. <br /> <br /> Mr. Scheidig presented the Joint Powers Agreement, and his concerns regarding <br />this document. <br /> <br /> Councilmember Mercer elaborated on the Solid Waste Management Plan, stating <br />that the Plan does address the concerns of the Livermore-Amador Valley regarding <br />the prohibition of using gravel pits as disposal sites because of its affect on <br />the groundwater basin. <br /> <br /> 2. 7/12/76 <br /> <br /> <br />
