It was moved by Councilmember Brandes, and seconded by Councilmember Mercer,. that Ordinance No. 823, to be read by title only and waiving further reading thereof, amending Sections 2-5.21, 2-5.25, and 2-5.27 of Article 2 (Definitions), Chapter 2 (Zoning), Title Ii (Zoning and Development) by adding definitions for "Nu ", rsery "Garden Center", and "Plant Store"; amending Sections 2-7.08(a) (Permitted and Conditional Uses), Article 8 (C Commercial District), Chapter 2, Title II; and amending Sections 2-7.20(3), 2-7.21(1)(j), and 2-7.21(3) of Article 9 (I Industrial District), Chapter 2, Title II of the Ordinance Code of the City of Pleasanton, be introduced. Open from 6-13-77)' Mr. Harris presented his report dated June 23, 1977, regarding this matter. Mayor Philcox declared the continued public hearing Open. No one in the audience spoke in favor of or in opposition to this item. Mayor Philcox declared the public hearing closed. Discussion occurred among the Council whether a Negative Declaration was appropriate due to the density of the project. The City Attorney read to City Council the provisions of the City's environmental guidelines dealing with significant effects and advised Council that they would have to make a finding . that an Environmental Impact Report or Negative Declaration was appropriate. After extensive discussion, it was moved by Councilmember Mercer, and seconded by Mayor Philcox, finding the project would have no significant adverse impact on the environment, approve the Negative Declaration subject to all conditions contained in Planning Commission Resolution No. 1519, authorize the City Attorney to rewrite the Negative Declaration statement regarding sewage, and determining after a review of the environmental guide- line procedures for Negative Declarations and Environmental Impact Reports, that a Negative Declaration is appropriate.
