Considerable Council discussion ensued regarding on-streetand off-street <br /> parking space requirements and traffic congestion on Black Avenue. Council- <br /> member Mercer indicated that he disagreed with the environmental assessments <br /> conclusion that the project would have no significant effect on parking. <br /> Councilmember LeCIaire suggested that an additional fifteen off-street park- <br /> ing spaces be provided on the plan.
