Mayor Philcox stated that Ken Scheidig had just completed four years as <br />City Attorney with the City. Council commended Mr. Scheidig on his outstand- <br />ing service to the City. <br /> <br /> Councilmember Mercer asked when Council Committee assignments would be <br />made. Mayor Philcox advised appointments would be made this week. <br /> <br /> Councilmember Mercer asked if it would be possible to require a person <br />circulating a petition to put on the petition arguments for and against the <br />item in order to allow the public to be better informed before signing such <br />a document. Mr. Scheidig advised that this may be possible, but problem <br />would be how to get opposition position. Councilmember Mercer indicated <br />he would get together with Mr. Scheidig to discuss more fully. <br /> <br /> Mayor Philcox stated that A. C. Transit would be conducting a study <br />regarding transportation needs of the handicapped, and asked if the City <br />would be interested in participating in this study to include the Valley, <br />at an approximate cost of $500.00. After discussion, Council deferred <br />decision on this matter. <br /> <br />CI.TY COUNCIL CALENDAR <br /> Mr. Campbell presented the Calendar for the Council's information. <br /> <br />EXECUTIVE SESSION <br /> Mayor Philcox adjourned the meeting to an Executive Session at 11:55 P.M., <br />to discuss potential litigation regarding sewer connection request and pre- <br />annexation agreement with Mr. and Mrs. Mitchell on Vineyard Avenue. <br /> <br /> Mayor Philcox reconvened the meeting at 12:05 A.M. <br /> <br /> Councilmember LeClaire advised that she would like Council to discuss its <br />position regarding appeal of Nipper development. She advised that City can appeal <br />and felt City should. Discussion ensued. <br /> <br /> After discussion, it was moved by Councilmember LeClaire, and seconded by <br />Councilmember Brandes, that Resolution No. 77-126, authorizing an appeal of Carl <br />Mipper's proposed development, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, <br />NOES: ~ Mayor Philcox <br />ABSENT: None <br /> <br />Mr. Campbell then indicated to the Council that he had prepared a memorandum <br />setting forth various concerns of the City regarding its negotiations with VCSD <br />for consolidation of sewage treatment plants. Mr. Campbell presented Council <br />with his memorandum dated April 21, 1977. Council okayed staff (AoC.M. and C.A.) <br />discussing these items with State to get State reaction. <br /> <br />ADJOURNMENT <br /> There being no further business at 12:15 A.M., it was moved by Councilmember <br />Mercer, and seconded by Councilmember Herlihy, that the meeting be adjourned to <br />meet again in Adjourned Regular Session at 6:45 P.M., on April 26, 1977, at the <br />Pleasanton Council Chambers. <br /> <br /> 11. 4/25/77 <br /> <br /> <br />
