Adoption of Resolution No. 77-40, approving contract with Health Care Center <br /> relative to Comprehensive Employment and Training Act (CETA). <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox abstained from voting on item 4k - Approval of Renewal of Hold,ing <br />Tank for First National Bank of Pleasanton, 5765 Valley Avenue, due to conflict of <br />interest. <br /> <br /> Councilmember LeClaire abstained from voting on approval of City Council <br />Minutes for January 20, 1977, due to her absence from that meeting. <br /> <br /> Councilmember Herlihy abstained from voting on approval of City Council <br />Minutes for February 7, 1977, due to his absence from that meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mrs. Anna Martinsen, 4038 Payne~. Road, representing CARD, presented a resolu- <br />tion expressing CARD's opposition to the LAVW}~ pipeline for Valley wastewater <br />disposal. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, made a statement regarding <br />LAVWMA's pa}~ent of legal fees and the content of a conversation with the City <br />AttDrney. Councilmember Mercer explained the manner by which LAV~a4A is billed <br />for legal services rendered by the City Attorney and that the money goes into <br />the City's General Fund and not to the City Attorney personally. Mr. Scheidig <br />explained his conversation with Mr. Heckathorn, and Mr. Edgar expressed his <br />belief that Mr. Heckathorn's remarks were improper. <br /> <br />Reconsideration of letter to Harvest Park. Student Body <br /> Derek Brannan, President of the Student Body of Harvest Park School, stated <br />that students of Harvest Park School had raised money by having a car wash to <br />pay for damages done to Walnut Grove Park on the night of January 21, 1977, <br />during a school dance. He also stated that the students were wilIing to do the <br />physical labor to take care of the damage. <br /> <br /> Y2yor Philcox introduced Jill Dougharty, Harvest Park student in the audience, <br />who ~ad previously offered the students services in this matter. <br /> <br /> Y~yor Philcox and Councilmembers expressed their appreciation and admiration <br />to tke students who had assumed responsibility in this unfortunate action, and <br />accepted the money raised by the students. <br /> <br /> Mr. Dale Hudson, Principal of the Harvest Park School,'stated this matter <br />had been investigated by school authorities but there was no proof at this time <br />that it was students from Harvest Park School that had caused the damage. He <br />stated the only thing they could prove was that some Harvest Park students were <br />in the area at that time but there were also outside kids in the area at the <br />same time. <br /> <br /> 3. 2/14/77 <br /> <br /> <br />
