MINUTES of THE MEETING of THE CITY COUNCIL November 29, 1977 CALL TO ORDER - PLEDGE TO THE FLAG Mayor Robert Philcox called the Regular Meeting of the City Council to order at 8:00 P.M., and then led the Pledge of Allegiance to the flag. ROLL CALL Deputy City Clerk Doris George called the roll which is recorded as follows: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox were present. Mr. Brown, City Manager, Mr. Campbell, Director of Public Works and Utilities, Mr. Scheidig, City Attorney, Mr. Harris, Director of Planning and Community Develop- ment, and Mr. Caporusso, Director of Recreation and Human Resources, were present. AGENDA iMENDMENTS Mr. Brown requested the following amendments be made to the agenda: Remove item 6e - Negative Declaration for Civic Center, from the agenda. Move item lOd - Approval of Lease with Valley Volunteer Bureau, to item 4j of the Consent Calendar. Add new item lOd - Ordinance Placing Historical Sites in Study District. Continue item 10b - Revised Heritage Tree Ordinance, to December 13, 1977. Councilmember Brandes stated that a condition to item 6d - Application of Morrison Homes for rezoning, was that the Park and Recreation Commission review the proposed modification to Heatherlark Park, and that he felt this should be done before Council took any action on this item. After discussion, Council concurred. Dudley Frost, representing Morrison Homes was agreeable to a con- tinuance of this matter to December 13, 1977. Councilmember Herlihy requested that item 10g - Review of Cheese Factory Discharge Permit, be heard after the Public Hearings. CONSENT CALENDAR It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, that the following items listed on the Consent Calendar together with amendments thereto, be approved: a. Approval of City Council Minutes for October 29, 1977, and November 18, 1977. b. Adoption of Resolution No. 77-309, approving Claims for the month of October, 1977, in the amount of $535,612.48.
