COMMUNICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br />Consideration of Proposed Amended A~reement between City and VCSD~ Re: Co~.so- <br />lidation of Sewage Treatment Plant <br /> Mr. Brown presented the latest revised draft agreement between the City and <br />VCSD regarding sewage treatment plant consolidation. <br /> <br /> Council discussed the changes and recommended a change to the latest draft <br />on page 10 regarding plant expansion. The City Attorney was instructed to pre- <br />paFe necessary revisions. The Council also concurred with the City Attorney's <br />recommended revision to definitions, to include definition of District. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember LeClaire, <br />to approve the agreement as amended between the City and VCSD for sewage treat- <br />ment plant consolidation. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmembers presented various Committee Reports for the information of <br />the Council. <br /> <br />~L~TTERS INITIATED BY COUNCIL MEMBERS <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />instructing the City Attorney to provide information regarding the possibility <br />of litigation by the City against the State to require them to fulfill their <br />obligation relative to the construction of West Las Positas Overcrossing, before <br />going to a vote of the people. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember LeClaire requested that Santa Rita Road north of Fire Station <br />No. 3 was extremely dark at night and requested corrective measures be imple- <br />mented to make the road safer. She also stated that was excessive speeding on <br />Valley Avenue and requested this street be better patrolled. <br /> <br /> Mayor Philcox asked about the status of the old YMCA Building on Rose <br />Avenue. Mr. Campbell stated that the Building would be put to bid, to be moved, <br />but not to be demolished. <br /> <br /> Councilmember Mercer presented a report on the intersection of Valley Avenue <br />and Santa Rite Road, expressing concern over the lack of exits from the Safeway <br />Shopping Center, and no u-turn at the intersection thus creating a dangerous <br />traffic situation. Mr. Campbell stated he would investigate this matter. <br /> <br /> Councilmember Mercer requested the City Attorney to review possible ordi- <br />nances regulating the location or displaying of nudity magazines in stores. <br />Council concurred. <br /> <br /> 8. 11/8/77 <br /> <br /> <br />
