After considerable discussion Council instructed staff to get information <br />from Zone 7 regarding their reserves, expenditures and formula used to deter- <br />mine rate increases. Councilmembers Mercer and Brandes expressed concern re- <br />garding granting an increase in the water rate without sufficient information. <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Mayor Philcox, that <br />Resolution No. 77-306, approving a water rate for Zone 7 of $128.00 per acre <br />foot for 1978, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, and Mayor Philcox <br />NOES: Councilmembers Brandes and Mercer <br />ABSENT: None <br /> <br />Recommended Changes in Cit7 Organization <br /> Mr. Brown presented his report dated October 28, 1977, regarding this <br />matter. <br /> <br /> Each Councilmember commended Mr. Brown on his report and his achievements <br />thusfar as City Manager, and were in total support of his recommendations. <br />Mayor Philcox indicated that he believed the Department of Planning and Com- <br />munity Environment should remain the Department of Planning and Community <br />Development. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />that Resolution No. 77-306, approving the recommendations of the City Manager <br />contained in his report dated October 28, 1977, regarding City reorganization, <br />directing the City Attorney and City Manager to prepare any necessary ordinance <br />changes to the Code, adjusting the Budget to accommodate the salary increases, <br />changing the name of the Department of Planning and Community Environment to <br />the Department of Planning and Community Development, and naming Alan B. Camp- <br />bell as City Manager Pro Tempore, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />Matters for the Information of the Council <br /> Mr. Brown presented a letter from the Regional Water Quality Control Board <br />amending Pleasanton's discharge permit in order to include a compliance time <br />schedule for the Sunol Interceptor with VCSD. Council supported Mr. Brown's <br />proposal to notify the Regional Water Quality Control Board that the proposed <br />March 15, 1978, date to begin construction of the interceptor was unrealistic. <br />Mayor Philcox stated he would attend theMarch 15, 1978, meeting of the Regional <br />Water Quality Control Board to present an oral argument on this matter if neces- <br />sary. <br /> <br /> Mr. Brown presented the report of the Director of Public Works and Utilities <br />regarding Water Use. <br /> <br /> Mr. Brown presented his report dated November 3, 1977, regarding the three <br />month agendA.planning report for November through January. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br /> 7. 11/8/77 <br /> <br /> <br />
