Mr. Scheidig presented a draft resolution regarding the Negative Declaration for this project, and reviewed the criteria for determining whether a Negative Declaration or an Environmental Impact Report is appropriate for the application. ~yor Philcox declared the public hearing open on the Negative Declaration and the application. Mr. Brad Hirst, 2456 Minivet Court, representing Site Selectors, Inc., spoke in favor of the application, stating his client concurred with the decision of Planning Commission. Mr. Bill Erick, representing Valley Community Church, spoke in opposition to the application because he felt it would affect access to the church property. Mr. Campbell stated this application would not affect access to the property and Mr. Scheidig reviewed the Pleasanton Safe Streets Association litigation and indicated that it would not necessarily affect access by the church to Hopyard Road. 2o 11/8/77
